Improve the hunting calendar making the season easier for all hunters, with clear rules to protect both enthusiasts and biodiversity. Federcaccia and Enalcaccia, which together represent about 70% of the Umbrian hunters, with a letter signed by the two regional presidents Giovanni Selvi (Fidc) and Francesco Ragni (Enal) presented their requests to the competent regional councilor, Roberto Morroni, on the basis of proposed hunting calendar presented by them during the last wildlife-hunting consultation.
Starting from some considerations and some fundamental principles, such as the climate and the morphology of the Umbrian territory, the protection of agricultural crops from damage by wildlife and the time frames allowed for all huntable species, the two associations have proposed the following changes to the regional hunting calendar for the season 2020-21.
· Pre-opening: two half days - up to 13 pm - on Wednesday 2 and Sunday 6 September, exclusively as a temporary stakeout, fixed with live calls and stalking for aquatic species of turtledove, garganey, teal and jay. An additional half day on 13 September - until 13 pm - exclusively with the help of the owned dog, pointing or hunting, to the quail species (in the meadows, stubble and mowed). The hunter who carries out hunting quail must wear a high visibility clothing item.
· Wood pigeon: considering appeals and previous jurisprudence, we assume two huntable periods: a) from 20 September to 31 January 2021; b) from 1 October to 10 February 2021.
· Huntable species and periods: a) from 20 September to 13 December 2020 for the hare species; b) from 11 October 2020 to 10 January 2021 to the wild boar species in the allowed forms, with the possibility, pursuant to regional law 14/94, to arrange interventions on the species from 20 September to 10 October 2020, and during January 2021, protect existing agricultural crops and complete abatement plans. Given the current situation, due to the Coronavirus, which effectively prevents the implementation of the containment plan envisaged by this Administration, we believe that to limit the damage to agricultural crops it is necessary to provide for the opening of hunting for the species as soon as possible. After evaluating the sampling data of the previous hunting seasons, it is evident that the month of October is the most effective period from the point of view of killing; c) from 1 October to 10 February 2021 to hooded crow, magpie and fox, the latter in the same way as for January; d) is authorized with a specific executive deed, in the manner provided for by the regional regulation no. 23, the selection hunting of fallow deer, roe deer, red deer and mouflon species, in areas where there is sufficient consistency, from 14 June to 12 July and from 16 August to 10 October 2020 and from 2 January to 15 March 2021, so articulated for each sex and age class of the species considered; the collection is allowed for five days a week, without prejudice to the hunting silence on Tuesdays and Fridays. For the collection of these species it is recommended to use non-toxic ammunition. · Hunting days: During the period preceding the opening to the wild boar, hunting is allowed on fixed days of Wednesday, Saturday and Sunday. In the period between Thursday 1 October and Monday 30 November, migratory stalking is allowed for 2 additional days a week with the exception of Tuesday and Friday; in this period the hunter must write down the two additional days on the card by ticking only the appropriate box, indicated by the words: “Migratory additional days (Oct. - Nov.) "Without prejudice to the limitation to three days a week for roaming hunting; · Hunting hours: from December 16 to December 31 from 6,45 to 17,00; · Card for hunting: the paper format is complete with layout and much more visible; Dog training and training: it is allowed from 15 August to 17 September 2020 with the exception of Wednesday 2/9, Sunday 6/9 and Sunday 13/9; · Exceptions: provide from the pre-opening the withdrawal by derogation of the species starling, cormorant, common pigeon (Columbia Livia) and collared dove, in consideration of the damage caused by these species to agriculture and fish fauna and in consideration of the possible risks of transmission of infectious diseases beyond damage to monuments and various buildings.
· Game bag: for the lark species it is proposed to bring the maximum number of animals that can be collected daily to 20 and to 100 for the entire hunting season. Alternatively, for general hunters, keep the maximum daily bag allowed to 10 animals and the seasonal one to 40 animals, raising these limits to 20 and 100 only for those practicing the form of stalking hunting with the use of live calls (lark). . Insert the game bag of the red partridge species.
· Prohibitions: at point B) n ° 4) for woodcock hunting in the month of January, add the possibility of doing it also near watercourses. Finally, Federcaccia and Enalcaccia recommend to the Region that at the beginning of the next hunting season, in addition to the hunting calendar, the exceptions and exchange agreements with the other Regions are well defined, in order to dispel doubts and give certainties to hunters.
