Municipal provision
Following the alarming incident involving a 4-year-old girl mauled by a wolf in Arrone , in the province of Terni, the municipality has taken action. In the last few hours, an ordinance has been issued to prevent similar incidents from recurring.
Prohibited Behaviors
What does the ordinance provide? The mayor has ordered:
- The absolute prohibition for anyone to leave, deposit, abandon or spread in an uncontrolled manner food, feed or food waste of any kind on public land, open to the public or in unfenced private areas, susceptible to being reached by wild animals
- The obligation for managers of regularly registered feline colonies and for pet owners to administer food exclusively in monitored containers, ensuring the immediate removal of food residues and bowls after the meal, strictly prohibiting the permanent positioning of food outdoors
- The obligation for all citizens to dispose of organic and domestic waste exclusively using the appropriate closed containers provided by the collection service, avoiding early exposure or methods that allow access to them by wildlife
The penalties
The ordinance then adds: " Unless the act constitutes a crime, failure to comply with the provisions of this ordinance entails the application of an administrative pecuniary sanction ranging from €25,00 to €500,00, pursuant to art. 7 bis of Legislative Decree 267/2000. An appeal against this provision may be lodged with the Regional Administrative Court (TAR) within 60 days of publication, or an extraordinary appeal may be lodged with the President of the Republic within 120 days ."
