The authors of the letter
In Abruzzo, Francesco Triozzi (ANCI representative) and Humberto Elio Roberto Di Sabatino (representative of the Province of Teramo), both members of the Management Committee of theATC Vomano Fino they wrote to the Abruzzo Region regarding the surreal management of the dispute regarding the Lotaresco 2006 team.
The missive
This is the letter: "Dear President Marsilio, We are writing to you publicly to express our deep concern and indignation regarding the management of the Vomano-Fino Territorial Hunting Area, which has long been the subject of serious administrative irregularities and blatant disregard for the rulings of the Abruzzo Regional Administrative Court (TAR). In 2023, the "Lotaresco 2006" team was duly registered for the A9 district. However, the same district was also assigned to a second team with the same name, generating a dispute that the TAR resolved with ruling no. 504/2024, recognizing the priority right of the original team. Despite this, the Vomano-Fino ATC ignored this ruling, forcing the winning team to appeal again, culminating in the compliance ruling of September 4, 2025. This situation is not just a hunting issue, but a crisis of legality and transparency. The Abruzzo Region, the oversight body, has so far maintained a silent response. which risks being interpreted as complicity or indifference. The official note from the Department of Agriculture (ref. 0363197/25) highlighted the failure of ATC President Franco Porrini to comply and requested clarifications that never arrived.
The requests
President, citizens' trust in institutions is based on respect for the rules and the impartiality of public bodies. The Vomano-Fino ATC, as reported by us members of COGES, has demonstrated serious critical issues: resolutions passed without a vote, documentation not submitted, inappropriate behavior, and disrespectful remarks toward the Regional Offices. We therefore ask you, in a spirit of collaboration between institutional bodies, to intervene decisively:
* Activating the Region's substitute powers to ensure the enforcement of sentences.
* Evaluating the administration of the Vomano-Fino ATC.
* Restoring legality and transparency in hunting management.
Hunting, like any regulated activity, must be based on clear rules and credible institutions. When these fail, the very dignity of the institutions is called into question.
