Arms and Ammunition: the ANPAM note on the circular for the traceability and identification of explosives for civil use containing some recommendations for end users.
As is known, the European Union with Directive 2008/43 / EC has prepared a series of actions aimed at developing a system of identification and traceability of explosives for civil use with a preventive function and linked to anti-terrorist activities. The discipline is aimed at civil explosives, including gunpowder but excluding munitions whole and broken. The Directive was implemented with Legislative Decree no. 25 of 2010 January 8. On 22 February 2012, a second directive on the subject was approved, 2012/4 / EU, which corrects various gaps contained in the previous provision and postpones the entry into force of the directive by three years, to 5 April 2015. " supply chain - stated Mauro Silvis, director of ANPAM - have worked and discussed with the national and European institutions to fulfill the requirements on the marking and labeling of explosives contained in the Community provisions. This tends to allow the correct traceability of the products, from the placing on the European market up to their final user, as required by the European Union ".
Today, Wednesday 1 April 2015, the Ministry of the Interior issued the circular (attached) which summarizes the obligations that operators in the sector must observe. "We believe it is important to disclose the circular as much as possible - adds Silvis - and it is recommended to operators and end users who are dedicated to reloading ammunition, that it would be advisable to remove and destroy (or make illegible and in any case unusable) the identification label of the packaging at the time of final disposal of the packaging. Procedure aimed at eliminating any attempt of improper use, by third parties, of the label itself ".
