Pre-nuptial migration
The proposal provided by Lazio region follows that of previous years with some innovations including the postponement of the closure at Beccaccia to January 31st. ARCI Caccia, inspired as always by the principle of technical-legal sustainability of choices (we remember that for many years now the Region has not had any disputes before the TAR and we consider it a priority to guarantee legal certainty and guarantees with respect to the risks of appeals and suspensions) judges positively the novelty but asked to know the scientific documentation underlying this choice which differs, as is known, from the start dates of pre-nuptial migration indicated by ISPRA. The Office responded that it had new data but it was not presented at the meeting.
Pre-opening and beyond
Furthermore, in the illustrative meeting of the CTFVR, four days of "pre-opening" to wild boar in the month of October were proposed. Here too we would have liked to know the supporting reasons to avoid exceeding the maximum time frame on which ISPRA and jurisprudence are inflexible and in any case maintaining objections of a technical nature on this hypothesis, at least in some areas of the region, which in any case even in the draft calendar provided now seems obsolete. We asked the reason for the failure to include the five migratory days in the months of October and November (despite the promises made by the Region last year) and we were told that the documentation is not yet ready.
Wildlife management plan
Furthermore, nothing was presented to us regarding Waivers; among other things, we recalled the obligation for the Region, expiring at the end of 2023, to prepare a management plan for problematic fauna pursuant to the recent amendments to the art. 19 of Law 157/92: but no information has been provided on this document. We would like the Region to take action to define the hunting procedure in derogation of the starling and to become a promoter in the State-Regions Conference for the definition and approval of the Management Plan for the harvesting of the Lapwing. A complete pre-opening proposal was not provided, nor to postpone the closing to February 10th. We want to reiterate that, on this topic, we are against the loss of days hunting corvids, which would result from introducing some days dedicated solely to this specific game in the pre-opening, with consequent loss of days for dog training.
Ordinary hunting calendar
Therefore, if, as is obvious, the hunting of wild doves is in fact reduced to one or two days, and the hunting of magpies and crows follows the same timescale or slightly more, ARCI Caccia requests that for the hunting of magpies and crows , the ordinary hunting calendar should be followed. Regarding the method, we underline that the short time between the convocation with the provision of the draft and the carrying out of the CTFVR does not allow for a widespread and participatory internal debate, therefore the observations and requests are necessarily subsequent to the date of the Committee's holding, therefore the Region technically FEELS the Committee but does not guarantee a discussion and participation in the choices by the hunting world (source: Arci Caccia).
