Territorial area of hunting
The TAR LAZIO has rejected the appeal lodged by the Italian Hunting Association Italcaccia, against the Lazio Region, the Italian Hunting Federation, Atc Ri1, Atc Ri2, for the annulment of Resolution No. 735 of the Lazio Region of 7 August 2025, which approved the new draft “STANDARD STATUTE OF THE TERRITORIAL HUNTING AREA (ATC)” and in particular where it provides that “letter d) three representatives of the hunting associations recognized as most representative at the national level, of which two are reserved for the most representative associations at the national level and one is reserved for the remaining associations, even on an aggregate basis”.
Pluralistic participation
According to the administrative judges, it is necessary to "recognize the need to balance the principle of representativeness with that of pluralism, according to which pluralistic participation in the management of the hunting world represents a now established principle of the legislation on the matter, on the assumption that broad participation of representatives of the most representative hunting associations in the governing bodies of the associations can guarantee a broader and more in-depth examination of the interests of the category (Council of State, Section VI, 16/04/2025, no. 3297).
Categories of subjects
The principle of pluralism, however, must be interpreted with regard to the composition of the body as a whole and not, instead, with respect to the individual categories of subjects that may eventually compose it (source: CONFAVI LAZIO).
