Appeal and arguments
Federcaccia Campania, Arci Caccia Campania Regional Committee, Italian Hunting Association Regional Headquarters of the Campania, the National Enalcaccia Fishing and Shooting Union, Provincial Section of Salerno, the National Free Hunting Association, Regional Secretariat of Campania, and ANUU Campania express their deep disappointment with Order No. 2031 of the Naples Regional Administrative Court, which superficially rejected the precautionary request in appeal No. 4188/2025 against Regional Decrees Nos. 183, 184, and 218/2025. These decisions reduce the number of places in the Territorial Hunting Areas (ATC), excluding approximately 2025 regularly registered hunters from Campania from the 2026/4.000 hunting season without any valid justification. Despite the arguments presented in the appeal, in the brief, and forcefully at the hearing on September 11, the TAR favored an unspecified interest in the "orderly conduct" of hunting, ignoring the needs of many hunters in Campania and the role of hunting in wildlife control, particularly in containing and preventing African Swine Fever.
Overlooked details
The decision also appears contradictory: the regional measure is not based on the need to mitigate previous disturbances, while the ATCs of Naples, Avellino, and Salerno, unaffected by the Matese National Park, nevertheless suffer an unjustified reduction in capacity. Furthermore, the judge interpreted the appeal as a request for an increase in capacity (in reality, the reduction to 43.166 capacity, compared to the 63.046 initially envisaged by the 2024-2029 Regional Wildlife and Hunting Plan, had been contested), even overlooking the regional official's blatant incompetence and the incorrect application of the hunting density index to the SUC (rather than TASP, as per Law 157/1992 and Regional Law Campania 26/2012).
Contested order
The aforementioned associations, which have been protecting the balance between tradition and sustainability for decades, reserve the right, through their legal representative, to challenge this ordinance, which they completely disagree with, before the Council of State to restore the rights of excluded hunters and guarantee access to the hunting season for all hunters (source: Federcaccia).
