The decision
The Campania Hunting Federation and the regional hunting associations Arcicaccia, Italcaccia, ANUUMigratoristi, Libera Caccia and Enalcaccia have appealed against the decree which reduced the number of places available for hunters in the Campania hunting centres.
The undersigned hunting associations – as stated in the note – inform their members as well as all hunters in Campania that they have challenged, before the competent TAR of Campania, the Management Decree No. 183/2025 together with the subsequent and related DDs 184/2025 and 218/2025 through which the Campania Region has unjustifiably reduced the eligible places in the ATCs of Campania by almost 20.000, compared to what was foreseen by the PFVR and, in any case, by approximately 13.000 compared to the DGRC No. 520/2013.
It is important to emphasize that, since the publication of Executive Decree No. 183/2025, in order to avoid legal disputes, we immediately took action, raising the issue with the relevant regional offices and the relevant councilor, arguing that the administrative act was unlawful. It was adopted not only without prior consultation with either the undersigned associations or the Territorial Hunting Areas, but above all, it was based on an incorrect application of the hunting density index.
A contradictory motivation
In fact, the Campania Region, by basing DD 183/2025 on a contradictory and apparently merely apparent rationale, namely the establishment of the Matese National Park—which should have covered only the Territorial Hunting Areas within the aforementioned perimeter (i.e., Caserta and Benevento)—has based the hunting density index not on the TASP (i.e., the Agro-Silvo-Pastoral Territory), as established by Law 157/1992, Regional Law 26/2012, and the PFVR, but on a new index, namely the SUC (Useful Hunting Area), which it believes has no legal basis. Furthermore, this contradicts its own previous administrative acts, which had always and exclusively identified the number of eligible hunters based on the TASP and not the SUC.
Unsolved problem
Despite Councilor Caputo's expressed willingness and numerous meetings aimed at resolving this issue, all proposed solutions have been rejected to date, relying on the proper conduct of the regional offices. Since this drastic and unjustified reduction has caused significant problems for our members as well as for hunters in Campania, many of whom will no longer have hunting residences, others have been relocated to Campania's ATCs far from the lands on which they habitually hunt, and still others, due to full capacity, will be unable to apply for either a promotion to the ranking or a second ATC. This will also have serious consequences for collective wild boar hunting, given the resulting reduction in the number of teams assigned to the so-called "braccata," which will undoubtedly significantly compromise the containment of the species, we feel obliged to take legal action to protect their interests.
The appeal
At the same time, to prevent any potential exploitation of this just and necessary initiative by those who—without even knowing the content of our appeal—will announce the blocking or paralysis of the next pre-opening due, they claim, to our legal action, it is important to clarify that this appeal is not aimed at completely canceling the rankings, but at expanding them. In other words, it is not intended to harm those already on the rankings, but exclusively to benefit those unfairly excluded.
For these reasons, a precautionary order will also be requested, aimed solely at allowing access to hunting activities for 2025-2026 even for applications placed "out of useful position", without, however, requesting a ban on hunting activities.
