“An unconditional surrender”
“Il DDL 1552 This is not a hunting reform: it is a brazen and ideological attempt to shatter the delicate balance of Law 157. It is an unconditional surrender to the most extremist hunting fringe, in defiance of science, European law, and the constitutional duty to protect ecosystems and biodiversity. The bill transforms ISPRA's scientific opinion from binding to merely advisory, replacing science with a Technical Wildlife and Hunting Committee—that is, with politics. The European Commission itself warns that this transformation risks compromising the protection system established by the Birds Directive, opening the door to exemptions adopted even in violation of scientific advice. And there is a scandal within the scandal: the government received the letter from Brussels as early as December 2025 and deliberately kept it hidden while Parliament debated the measure. It has never responded to our questions on this matter. We therefore call for the immediate withdrawal of Bill 1552. Thus the secretary of the Democratic Party, Elly Schlein.
The reply from the Hunting Federation
The hunting community's response was swift. Massimo Buconi, president of the Italian Hunting Federation, commented: "The recent comments by Democratic Party Secretary Elly Schlein regarding the measure reforming Law 157/92 currently being debated in the Senate are surprising and astonishing. Given her accusations of this being an 'unconstitutional' bill, we cannot help but acknowledge, and we urge her to do the same, that the Senate has rejected the preliminary constitutional challenges presented by the Five Star Movement and the Italian Socialist Party (AVS) and has begun the debate."
Reality and not biased reconstructions
Buconi further added: "It is deeply regrettable that the Secretary of the main opposition party, which also represents the political point of reference for many Italian hunters, is not following objective facts about hunting and the environment, but rather the highly imaginative narratives of a segment of her own faction and her own party. Even within the context of a fair and just political debate, debate should always focus on reality, not on partisan or ideologically based narratives. In recent months, we would have expected the Democratic Party to present and promote its own proposal for hunting and management reform. Instead, we have witnessed a refusal to discuss the issue and even engage in constructive debate. I fear that on the subject of hunting, Elly Schlein has only listened to a few voices, but lacks firsthand knowledge of the entire subject, nor has she consulted with those—and there is no shortage of suitable figures within the Democratic Party—who have experience and balance on these issues. I invite her to contact them."
