The resolutions of the regional council
With resolution of the Regional Council n. 1812 of 23/10/2023 the Emilia-Romagna Region has modified the Hunting Calendar 2023-24 postponing the closing of the hunt for the hare, pheasant, partridge and red-legged partridge species to 10 December, and readmitting the tufted duck species to hunting, with particular rules and limitations. The postponement of the closure for resident species is motivated by the desire to make hunters recover, at least in part, the days lost after the suspension of the TAR on the hunting calendar which had imposed the postponement to October 1st, as per the ISPRA opinion, instead of the opening scheduled for September 17th. The decision was also supported by a favorable opinion from ISPRA on this point.
Position changed
As regards the brunette, it is a great effort by Federcaccia Emilia-Romagna, Federcaccia Nazionale and the Studies and Research Office which had already established a dialogue with ISPRA for two years to change its position, which has always been an absolute ban on species hunting. With technical arguments, scientific evidence and innovative proposals brought by Federcaccia, ISPRA has also modified its assessment, and in the opinions given to the Regions of Northern Italy it has set out a series of measures to be implemented to allow tufted duck hunting.
A much appreciated result
As can be read in the attached resolution, the package of obligations and limitations is extensive, and we consider it excessive in some parts, but we believe it is an important step to have undermined the hunting yes-hunting no dogma, in favor of "hunting as". It must be kept in mind that the brunette was banned in Emilia-Romagna for 11 years. A result appreciated by many specialist aquatic hunters, who every year spend their resources to maintain humid habitats favorable to aquatic species, and who have finally seen a change of direction in hunting management. Federcaccia Emilia-Romagna, Federcaccia Nazionale and the Studies and Research Office thank the Councilor Dr. Alessio Mammi, the Director Dr. Federica Dotti and the entire Emilia-Romagna Region for the availability and attention shown towards these requests and for the commitment made for this resolution which meets the expectations of Emilia-Romagna hunters (Italian Hunting Federation Emilia-Romagna - Faunistic and Agro-Environmental Studies and Research Office Federcaccia Nazionale).
