The challenges of the hunting world
A meeting was held yesterday between Carmine Cicala, Councilor for Agriculture, Food, and Forestry Policies of the Basilicata Region , and representatives of the Lucanian hunting associations. The meeting provided an opportunity to discuss and share the process of modernizing hunting licenses and the challenges facing the hunting community. Numerous proposals were received, including a request for a percentage increase in contributions for nationally recognized hunting associations to support their activities and the possibility of organizing opportunities for sharing between regional institutions and the hunting community in the Lucanian region. "Since taking office," the Councilor stated, "I have sought to ensure ongoing and transparent dialogue with hunting associations, ATCs, and all other key players in the sector, through meetings and visits to local offices. I am fully aware of the importance of their role in the region, and I am committed to strengthening these discussions."
“Model” Region
Among the issues discussed in recent months are wild boar overpopulation, the definition of the hunting calendar, and, above all, license management. On this front, Basilicata has set a model for other Italian regions, introducing the digital format two years ago. "The numbers tell us that the digital option is working," the Councilor emphasized, "nearly 70% of hunters in Basilicata prefer the digital license, which simplifies procedures, reduces the margin for error, and allows for more effective monitoring. It's not just a document, but a territorial governance tool, which helps us with health prevention, wildlife management, the protection of agricultural activities, and the pursuit of national and European goals of digitization and de-bureaucratization of public administration. Nevertheless, we are working to ensure the effectiveness of the paper license as well."
A significant example
The "Basilicata Model," which combines technology, dialogue, and organization, is already being observed with interest by other Italian regions, as it is the only one capable of anticipating the challenges highlighted by the Special Commissioner for ASF, Giovanni Filippini. A significant example is Ordinance No. 3/2025, which introduces the requirement to geolocalize culling operations: the digital card represents the most immediate and effective response to this regulatory requirement. "The goal," Cicala continued, "is to achieve, thanks to the support of the regional offices, the adjustment of the perimeter of the restricted zones for the containment of ASF." The success of the digital card, integrated with the XCaccia app, has already produced concrete results: thanks also to more precise monitoring, the European Commission has reduced the restrictions linked to ASF (African Swine Fever), decreeing that of the 29 Lucanian municipalities in the restriction zone, only 9 remained in the level I restriction zone, completely eliminating the municipalities in the level II restriction zone.
Paper card
The Region, however, has not forgotten those who prefer paper-based hunting: "We have guaranteed widespread assistance throughout the region," the Councilor noted, "and activated a toll-free number with dedicated staff to support hunters in using digital technology. No one should feel excluded: innovation also means supporting and including, while maintaining the option of opting for a paper license where possible." "The process is not yet complete," the Councilor stated, "but the direction and vision of the Basilicata Region are clear. We will continue to work with hunting associations, technical offices, and volunteers across the region for more modern, safe, and sustainable hunting, in line with Minister Francesco Lollobrigida's vision. We have chosen to innovate without sacrificing listening and participation. This is our strength and our commitment to the future." (Basilicata Region).
