Various clinical problems
The Prefecture applied Article 39 of the TULPS (Consolidated Law on Public Health) after the protagonist of the story demonstrated serious problems with mental health and self-control. Medical certificates confirmed a personality disorder, an acute psychotic disorder, and, above all, a dangerous alcohol addiction.
The judges' motivations
The appellant was not satisfied with providing evidence of the man's substantial clinical stability in recent years. This is why his appeal to the Umbrian Regional Administrative Court was dismissed, and the parties were ordered to pay their legal costs.
