Migration flows
The control room of the Lombard hunting associations, unanimously, sent a letter in the last few days to the Regional Councillor Beduschi, to the interested regional offices and, for information, to the President and Vice President of the agriculture commission, Massardi and Bravo, regarding the definition of the mountain passes affected by migratory flows.
Article 15
The letter recalls that the approval of Law 131 of September 12, 2025, which eliminated the 475 border crossings in Lombardy, contains Article 15, which defines the characteristics of mountain crossings affected by migratory flows and which reports in detail:
“…… by decree of the Minister of the Environment and Energy Security, in agreement with the Minister of Agriculture, Food Sovereignty and Forestry, to be adopted within one hundred and eighty days of the date of entry into force of this provision, following agreement within the Permanent Conference for Relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano, after consulting ISPRA and the National Wildlife and Hunting Technical Committee, special protection zones are established, where they do not already exist….”.
Full implementation
It is therefore important for the Minister to request that the initiation of the procedure to adopt the ministerial decree identifying the border crossings be included in the agenda of the first meeting of the State-Regions Conference. They recall that, pursuant to Article 15 of Law No. 131/2025, this decree must be adopted within 180 days of the effective date of this provision (i.e., by March 19, 2026). This decree must identify only the border crossings in Lombardy, as it is the only region that, on the one hand, is in an objectively contingency situation and, on the other, has the data (i.e., those of Insubria-ERSAF 2023, those of the Commissioner for 2024, and those of Insubria 2026). Naturally, this request serves to fully implement the definition of the areas that must truly have the characteristic of a mountain pass. However, in these areas the rules of the new law will apply, with restrictions on special protection zones but not with the closure of all hunting as previously (source: FIDC Brescia – Cacciapensieri).
