The panorama of corporate hunting management in Lombardia has just received an important update. With its publication in the Official Bulletin of the Lombardy Region (BURL) on March 26, 2026, Regional Government Decision no. XII/5897, New Rules for AFVs and AATVs in Lombardy, came into force: What changes with Regional Government Decision 5897/2026. This resolution amends and integrates the previous regulation (Regional Government Decision 4151/2025), introducing fundamental clarifications regarding state-owned areas, territorial continuity, and surveillance. Here is a detailed analysis of the main changes.
Inclusion of state-owned areas: from "Authorization" to "Concession"
One of the most significant changes concerns the legal nature of the title required to include public land within the Wildlife and Hunting Companies (AFV) and Agritourism Hunting Companies (AATV). The new requirement: a generic authorization is no longer sufficient; the owner must now apply for a concession. Pending the issuance of the concession, the land can be included within the company perimeter, but hunting is strictly prohibited for anyone.
Hunting license: Hunting in these areas is permitted only after payment of the fee established by the competent authority.
Territorial continuity and "grey areas"
To address practical issues of fragmentation of company land, the new regulation allows for the inclusion of areas that previously created disruptions within the perimeter. These areas include roads, waterways, and hydraulic defense structures such as embankments.
Limits and Constraints:
The mandatory and binding opinion of the competent authority is required.
These areas cannot exceed 10% of the total surface area of the company.
There is a requirement to install specific signs with the words "hunting prohibited".
Supervision of AATV: Threshold raised to 400 hectares
The rules governing internal surveillance for Agritourism and Hunting Farms are changing, with the aim of better coordinating the various existing provisions.
Under 400 hectares: Supervision may be provided directly by the permit holder, who may employ volunteer hunting guards. The names of these guards must be communicated to the Region.
Above 400 hectares: The requirement remains for a dedicated surveillance manager (other than the concessionaire) employed full-time with the qualification of hunting security guard.
Scope of
The new provisions have no territorial exceptions: they apply to the entire regional territory.
AFV and AATV owners are advised to check their position regarding state-owned areas and, if necessary, update their surveillance documentation within the new size limits (source: AB – Agrivenatoria Biodiversitalia).
