Hunting law reform
This afternoon the Minister of Agriculture, Food Sovereignty and Forestry Francesco Lollobrigida he responded in the Senate to a question presented by Senators Naturale, Di Girolamo, Licheri Sabrina, Bevilacqua, Sironi, Nave, Lorefice regarding the reform of Law 157/92.
What the M5S asked for
These are the Five Star Movement's requests:
- whether the Minister in question is aware of the facts presented and of the communication mentioned in the introduction and what institutional discussions have been initiated, including at inter-ministerial level and within the scope of their competence, regarding the observations made by the European Commission for the parts of agricultural interest
- whether it believes that the aforementioned proposal to extend related activities pursuant to Article 2135 of the Civil Code could generate distorting phenomena in the use of resources, structures and incentives intended for the primary sector, as well as encourage forms of improper agricultural qualification of activities without an effective functional connection with agricultural production
- What initiatives within the spheres of competence it intends to undertake in order to ensure that the regulatory proposals being approved fully comply with the real needs of the agricultural sector, in compliance with the principles and obligations deriving from the European Union and in the active prevention of the emergence of possible infringement procedures connected to the violation of European Union legislation?
The words of the minister
Lollobrigida replied: “The approval of the Hunting Law reform, which took place yesterday in the Committee, gives us hope that the parliamentary work will conclude a process that began here during the previous legislature with a fact-finding investigation into the damage caused by wild fauna. All the major animal rights and environmental associations were consulted there. I recall that the Minister at the time was Senator Patuanelli, and I recall that there was broad consensus on what the Committee approved, including from the Ministry of Agriculture. That report highlighted damage to the ecological and environmental system resulting from ecosystem alterations that cause imbalances between species, health risks, damage to agricultural activity, dangers to public safety, etc. The conclusion was to consider a reform of the Hunting Law. This is what we are doing, unlike the previous government.".
Wildlife-hunting companies
"Yesterday, an amendment on poaching was also approved, and you didn't vote in favor of it either. We must crack down on those who act outside the rules. The bill's progress will continue first in the Chamber of Deputies and then in the Chamber of Deputies. All considerations emanating from the European Commission are subject to technical analysis. However, we do not intend to interrupt legislative work because of a letter from a bureaucrat. Regarding the conversion of wildlife and hunting farms into agritourism and hunting farms, I assure you that it will not be automatic. It will be authorized by the Regions following an administrative process that requires strict conditions. I want to guarantee that everything will be made available to Parliament at every stage, if requested. The Italian legal system, in a broad and general sense, considers criminal not those who engage in an activity established by law, but those who intend to prevent it by violating it. This also applies to hunting.".
