"It is not possible to extend, by way of interpretation, the right to equip, and have carried during service, the pepper spray in question to personnel other than those specifically indicated." This was stated by the Minister of the Interior. Matteo Piantedosi, responding to question time in the Senate by specifying that the request may be subject to further investigation and evaluation.
How the spray works
"The authority of the Forestry Corps of the Friuli Venezia Giulia Region and the autonomous provinces of Trento and Bolzano to equip their personnel with self-defense tools that nebulize a natural active ingredient based on capsaicin, also known as anti-bear spray," Piantedosi explained, "has been legally extended to local police forces and the operational structures of the Civil Protection Department operating in the aforementioned regions and autonomous provinces."
A full-fledged weapon
The government representative's speech concluded: "The stinging effect and the technical characteristics in terms of the quantity of the chemical compound, the power and the velocity of the range make the anti-bear spray a weapon in all respects."
