Wildlife protection and hunting management
The third Commission of the Regional Council of Piedmont, coordinated by Deputy Vice President Marco Protopapa, expressed a majority favorable opinion on the proposed amendment to the regional regulation on wildlife protection and hunting management. The regulation, as explained by Councilor for Hunting Paolo Bongioanni, extends the deadline for pre-acclimatization operations for wildlife born in captivity and intended for release into the region.
The purpose of the measure
As a transitional measure, these operations may continue to be certified by the producing companies, with verification and documentation by wildlife experts from the local hunting areas and Alpine districts, before being forwarded to the competent authorities. The extension, it was explained, is motivated by operational difficulties, staff shortages, and limited resources, which have prevented the ATCs and CAs from completing their facilities. The aim is to ensure continuity in repopulation activities and complete the process of wildlife self-sufficiency required by law. The Council of Local Authorities (CAL) has already expressed a favorable opinion on the measure. The debate took place over two sessions, interspersed with a technical roundtable.
Take the situation head on
For Monica Canalis (Democratic Party), there is no consistency between ATC and CA across the territories, "we can't continue with extensions, but we need to tackle the situation head-on and implement reforms." Sarah Disabato (M5S): "Every year, thousands of animals are released into the territory and, wandering, become moving targets for hunters or end up in wildlife rehabilitation centers. Therefore, we are faced with a contradiction and a proposal that is out of time with respect to environmental protection needs." Nadia Conticelli (Democratic Party): "We are faced with the extension of a derogation and there is a lack of opportunity for discussion on this issue. On the merits, there is no certain data and a new two-year exemption has been decided, and there is the suspicion that they actually want to change the rules." Laura Pompeo (PD) also emphasized that "we are faced with the repeated use of the extension, the lack of wildlife self-sufficiency, and dependence on private farms." Alberto Unia (M5S): "This is not a simple regulatory change or even a technical extension, but rather evidence of the failure to complete the process and the inconsistency of territorial governance." Annalisa Beccaria (FI) appreciated the synthesis work carried out thanks to the working group, a tool deemed important also to avoid exploitation.
