Hunting: Piedmont, news for the use of ammunition with lead shot in hunting in Natura 2000 network areas (SIC and ZPS).
The Regional Council of Piedmont on 29 September 2014 modified the resolution on the conservation measures of the Natura 2000 areas, introducing some innovations regarding the hunting activity practiced in these areas. Below is a summary of the changes brought about by the new Council resolution:
1. In all areas of the Natura 2000 Network, whether they are SIC or ZPS, for the hunting season 2014/15 and up to 31/7/2015 it is forbidden to ammunition with lead shot inside wetlands such as running waters, lakes, ponds, marshes, marshes, peat bogs, oxbow lakes and floodplains, as well as within a radius of 150 meters from their outermost banks.
2. In all areas established as SPAs, for the hunting season 2014/15 and up to 31/7/2015 it is forbidden to carry lead ammunition for selective hunting of ungulates; as an alternative to this prohibition, it is compulsory to eviscerate the slaughtered head, arranging for the disposal of the viscera at a specialized facility or, where possible, by burying on site at an adequate depth.
3. In all areas of the Natura 2000 network, whether they are SCIs or SPAs, the use of lead ammunition is prohibited from 1/8/2015.

Amendments to DGR 54-7409 of 07/04/2014 “Lr 19/2009“ Consolidated text on the protection of natural areas and biodiversity, art. 40. Conservation Measures for the protection of the sites of the Piedmont Natura 2000 Network. Approval ”and the DGR n. 31-7448 of 15/04/2014 "Art. 18 of Law 157/1992, Article 40 of Regional Law 5/2012. Approval of the hunting calendar for the 2014/2015 season and related operating instructions ".
According to the Councilors Ferrero, Valmaggia:
Given the DGR n. 54-7409 of 07/04/2014 "Lr 19/2009" Consolidated law on the protection of natural areas and biodiversity ", art. 40. Conservation Measures for the protection of the sites of the Piedmont Natura 2000 Network. Approval";
having regard to the agreement ratified by the Permanent Conference for relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano of 7 October 2010 on the "National strategy for biodiversity" prepared by the Ministry of the Environment and the protection of the territory and sea in accordance with the Convention on Biological Diversity, made in Rio de Janeiro on June 5, 1992 and ratified by Italy with law February 14, 1994, n. 124;
considering that the implementation of the aforementioned Strategy considers as a priority the extension of the ban on the use of lead for hunting purposes in all wetlands, as envisaged by the Agreement on the conservation of migratory water birds of Africa-Eurasia (AEWA);
considering the scientific relevance reported by the Higher Institute for Environmental Protection and Research (ISPRA) in its report no. 158/2012 which ascertain the toxicity of lead towards directly or indirectly exposed fauna and its impact on the conservation status of the aforementioned species;
therefore considered it necessary to arrange as soon as possible the extension of the ban on the use of lead ammunition to the entire Natura 2000 network in order to protect aquatic environments, ornithic species with necrophagous habits and contain the bioaccumulation of the metal in the food chain;
considered it appropriate to provide for a transition period for the adaptation of firing equipment and for the adaptation of hunting techniques, so that the safety of the hunting activity is safeguarded;
therefore deemed necessary to amend the provisions of DGR no. 54-7409 of 07/04/2014, inserting the ban on the use of lead ammunition in all sites of the Natura 2000 Network starting from 1 August 2015, without prejudice to the provisions on the matter by the Decree of the Ministry of the Environment and Protection of the Territory and the Sea 17 October 2007 and subsequent amendments, containing “Uniform minimum criteria for the definition of conservation measures relating to Special Areas of Conservation (SACs) and Special Protection Areas (SPAs)”;
also considering the need to coordinate the provisions of the DGR n. 31-7448 of April 15, 2014 "Art. 18 l. 157/1992, art. 40 lr 5/2012. Approval of the hunting calendar for the 2014/2015 season and the relative operating instructions "reported in point 7 of attachment B, relating to hunting in the areas of the Natura 2000 Network, with the already existing Conservation Measures for the protection of the sites of the Natura 2000 network of Piedmont approved with DGR 54-7409 of 07/04/2014;
all that being said
having regard to the regional law no. 29 “Consolidated law on the protection of natural areas and biodiversity”;
having regard to the Regional Law of 28 July 2008, n. 23 “Discipline of the organization of regional offices and provisions concerning management and personnel”;
the regional council, unanimously, resolves - to approve the following changes to DGR n. 54-7409 of 07/04/2014 "Lr 19/2009" Consolidated law on the protection of natural areas and biodiversity ", art. 40. Conservation Measures for the protection of the sites of the Piedmont Natura 2000 Network. Approval":
a) in Title II, art. 3 paragraph 1 the following letter is added: "y bis) use of lead shot ammunition within wetlands such as running waters, lakes, ponds, swamps, marshes, peat bogs, oxbow lakes and floodplains, as well as within a radius of 150 meters from their outermost shores, until 31 July 2015 ";
b) in Title II, art. 3 paragraph 1 the following letter is added: "y ter) use of lead ammunition starting from 1 August 2015";
c) in Title III, chapter II, art. 8, paragraph 1, letter k) is replaced as follows: “k) for the 2014/2015 hunting season the use of lead ammunition for selective hunting of ungulates; as an alternative to this prohibition, it is mandatory to eviscerate the slaughtered head, by disposing of the viscera in a specialized facility or, where possible, by burial on site at an adequate depth ";
d) in title IV, chapter III, art. 19 letter j) is deleted;
e) under title IV, chapter IV, art. 22 letter d) is deleted;
- to approve the following amendment to DGR n. 31-7448 of April 15, 2014 "Art. 18 l. 157/1992, art. 40 lr 5/2012. Approval of the hunting calendar for the 2014/2015 season and related operating instructions ": Measures and adopted by the competent Structures, at the conclusion of the procedures envisaged by the Impact Assessment pursuant to art. 5, paragraph 2 of Presidential Decree 8 September 1997, n. 357 and subsequent amendments and art. 43 of Regional Law 19/2009 ";
7.2 for violations of the provisions referred to in the previous point, the administrative sanction provided for in art. 55, paragraphs 15 and 16 of Regional Law 19/2009 or provided for in art. 40, paragraph 5, letter dd) of Regional Law 5/2012.
This resolution will be published in the BU of the Piedmont Region, pursuant to art. 61 of the Articles of Association and art. 5 of the Regional Law n. 22/2010, as well as pursuant to art. 40 of Legislative Decree no. 33/2013 on the Piedmont Region website, in the “Transparent administration” section.
