With a resolution dated 30 May 2025, the Regional Council of Piedmont approved a substantial modification to the hunting surveillance system in the territories of the Wildlife-Hunting Companies (AFV) and the Agri-Tourist-Hunting Companies (AATV), fully accepting the requests put forward by Agrivenatoria Biodiversitalia (AB) and Coldiretti.
The regulatory intervention concerns Annex A of DGR n. 15-11925 of 8 March 2004, already subject to revision with DGR n. 31-7298 of 24 March 2014. The part concerning hunting surveillance within AFV and AATV has been modified, now integrated as reported in the new Annex A1.
The regulatory issue and the expansion of competences
The amendment is fully compliant with the regulatory framework of Law 11 February 1992, n. 157, and incorporates a fundamental principle: hunting surveillance can be entrusted to Volunteer Sworn Guards (GGVV) belonging to all hunting and agricultural associations. This also includes those represented in the National Council of Economy and Labour (CNEL) and environmental protection associations recognised by the Ministry of the Environment and Energy Security.
In concrete terms, the new formulation puts an end to an interpretative distortion of the regional regulatory framework, which until now arbitrarily and selectively limited the possibility of designating GGVVs in the territories of hunting companies, effectively configuring a quasi-monopoly position in field surveillance.
An expected and legally founded measure
The joint initiative of AB and Coldiretti – as subjects directly interested in the sustainable management of rural territory and the valorization of biodiversity – has prompted a necessary and expected technical-legal adjustment, which restores balance and legitimacy to the regulatory system.
Thanks to this update, AFV and AATV companies will now be able to exercise in full autonomy the right, established by national law, to entrust the surveillance activity to qualified subjects, without discrimination or limitations of membership.
