With 5 votes in favour, one abstention (councillor Michela Calzà) and one vote against (councillor Lucia Coppola) the Third Commission gave a positive opinion to the proposed resolution of the Provincial Council concerning the approval of amendments to the decree of the President of the Provincial Council of 17 November 1992, no. 16-69/Leg. – Implementation regulation of the provincial law of 9 December 1991, no. 24 (Rules for the protection of wild fauna and for the practice of hunting), pursuant to article 57 of the provincial law on hunting 1991.
What does the proposal include?
In particular, the proposed amendment provides for: the obligation to authorize animals held if they exceed a certain number; the purpose of holding; the redefinition of the species of birds of prey suitable for falconry; the ability to breed specimens by increasing the maximum number of specimens that can be held to 20. The breeding of birds of prey for falconry of the following species is therefore authorized: golden eagle (Aquila chrysaetos), kestrel (Falco tinnunculus), eagle owl (Bubo bubo), long-eared owl (Asio otus), peregrine falcon (Falco peregrinus), lanner falcon (Falco biarmicus), hobby falcon (Falco subbuteo), black kite (Milvus migrans), merlin (Falco colombarius), sparrowhawk (Accipiter nisus), and northern goshawk (Accipiter gentilis), in compliance with international conventions, directives and regulations of the European Union. Regarding the detention of birds of prey for falconry, the detainable species have been revised to overcome a problem that has emerged several times, namely the purchase of animals outside the province with the correct certification, which however then turned out to be irregular in Trentino. "A detention that cannot be remedied - the technicians of the PAT specified - which today involves the order to hand them over to people outside the province of Trento".
“A reorganization of the legislation”
The PAT councilor with responsibility for hunting and fishing, Roberto Failoni, intervened: "This is the reorganization of a regulation that is over 30 years old, we looked at administrative simplification and a rationalization of the implementing acts that over the years have made the matter not immediately understandable". The PAT technicians then explained that the changes will affect native wildlife while, for non-native wildlife and pets, reference will continue to be made to the respective regulations so as not to duplicate the provisions in force. Observing that unclear issues remain on the management of animals and falconry, councilor Michela Calzà (Pd) decided to abstain; while councilor Lucia Coppola (AVS) stated her vote against: "Although I understand the need to regulate the management of these animals, it is impossible for me to vote for a regulation that considers ornamental animals. For them it remains a regime of imprisonment".
