Bureaucratic quibbles
There is widespread revolt in the Roman hunting community ahead of the 2026/2027 season . Amid bureaucratic red tape lacking any regulatory backing, overstretched municipal offices, and blatant institutional contradictions, thousands of Roman hunters are facing an invisible but insurmountable barrier to revoking their hunting licenses. All hunting associations and their clubs operating in the Rome Capital area are unanimously denouncing the gravity of the situation, exasperated by a poor service that is paralyzing support for members and posing a genuine obstacle to the free exercise of hunting.
The absurdity of 2026: fragmented service and trampled rights
Hunting clubs and associations have always played a key role in social and administrative intermediation. For years, license management was centralized and efficient: through collective delegation of members, the associations issued licenses for their members (even if they resided in different municipalities), ensuring order, timeliness, and relieving public offices of thousands of individual procedures and unnecessary queues at the counters. For the 2026/2027 hunting season, a punitive shift has taken place: this method is arbitrarily prohibited, and issuance is restricted exclusively to the municipality where the individual hunter is registered. Thus, even individuals are forced, without prior notification, to collect their license only from their own municipality. This decision is creating enormous inconvenience for the entire sector as well as slowing down the workload of the offices. The result? Paralyzed service, municipal offices overcrowded with appointments, and a veritable obstacle course for citizen hunters, particularly workers and the elderly.
A real scandal
What transforms this poor service into a full-blown administrative scandal is the measure's total regulatory illegitimacy. Making this bureaucratic restriction even more incomprehensible is the comparison with the previous IT platform managed by the Metropolitan City of Rome. As the available documentation demonstrates, the IT system allowed for streamlined and flexible management: hunters could separately indicate their municipality of residence and the municipality where they could apply for a license. Why was the decision made to dismantle a functioning model and replace it with a cumbersome, rigid system that openly conflicts with regional laws? Behind alleged "logistical difficulties" lies a precise intent to penalize and exhaust the hunting community.
The figure of the hunter
In a historical period in which the hunter's role is essential for environmental protection, preventing damage to agriculture, and containing wildlife (starting with the African Swine Fever emergency), local institutions are responding by increasing restrictions and increasing bureaucracy. To overcome this serious impasse, all local hunting associations are converging on a common and united action with Rome, the Lazio Region, and the Regional Technical Wildlife Hunting Committee (CTFVR).
The requests
The priority and non-negotiable requests placed on the institutional table are:
Immediate lifting of municipal restrictions: reinstatement of the validity of the entire Rome Capital area as the single area for providing the issuing service.
Recognition of membership delegations: authorize Clubs and Associations to collect membership cards for their members at any designated Municipality.
Urgent intervention by the CTFVR: opening of a joint discussion table to define a uniform protocol applicable to all Roman municipalities, putting an end to arbitrary and divergent interpretations.
Roman hunters regularly pay membership fees, regional taxes, and state permits to engage in a legally regulated activity. It is intolerable that the exercise of this right should be subordinated to the arbitrary decisions or organizational difficulties of individual municipalities.
It's time for the entire hunting world to join forces to demand respect for the law and the restoration of administrative transparency (source: AB – Agrivenatoria Biodiversitalia).
