On Monday, August 4, 2025, Ordinance No. 4 of the Special Commissioner for African Swine Fever was published in the Official Journal . This ordinance concerns "Measures for the eradication and surveillance of African swine fever. Wild boar density reduction zone and amendments to Ordinance No. 3/2025."
Article 1
In detail, this is Article 1 (Wild boar density reduction zone)
1. With the exception of the portions of territory restricted pursuant to Regulation (EU) 2023/504, in the management units (UDG) and, where there are no UDGs, in the municipalities that fall within the wild boar density reduction zone referred to in art. 5 of Commissioner's Ordinance no. 3/2025, in derogation from art. 18 of Law no. 157/1992, wild boar hunting in all its forms is authorized from 1 September 2025 to 1 February 2026. The UDGs and municipalities referred to in this paragraph are listed in Annex 1 to this Ordinance. The regions and autonomous provinces shall communicate any
changes to the above zones by August 25, 2025.
2. The regions and autonomous provinces may agree with the Extraordinary Commissioner on specific methods of applying the provisions of paragraph 1 based on particular needs or territorial characteristics.
Article 2: Abatement target
1. The regions and autonomous provinces whose territories fall within the wild boar density reduction zone shall identify culling targets for each hunting unit listed in Annex 1, which must correspond to at least 150% of the culls carried out in the previous hunting season. Where the zoning corresponds to the administrative boundaries of municipalities and in protected areas, the depopulation target corresponds to a zero target density.
2. The culling targets can also be achieved through wildlife control pursuant to Law No. 157/1992.
3. The regions and autonomous provinces shall communicate to the Extraordinary Commissioner the abatement targets identified for each territory by August 25, 2025.
Article 3: Sampling
1. Given that the stocking density reduction zone does not fall within the restricted zones, the operating procedures described in Annex I of Ordinance No. 3/2025 are not mandatory. However, culled animals must be tested for ASF and Trichinella spp., and the carcasses, meat, by-products, and/or any part of culled wild pigs must be traced until the test results are obtained.
2. The local competent authority may authorize hunters trained by it to carry out sampling after applying a sampling and sample delivery procedure that complies with the traceability of the samples, the feeding of veterinary information systems, and the traceability of the meat.
3. The samplings and related results must be recorded in the SINVSA information system by completing the relevant sampling forms or through the methods indicated in the DGSAF note prot. n. 10443 of 19 March 2024.
Article 4: Amendment to Ordinance No. 3/2025
Paragraph 2 of Article 4 of Ordinance No. 3/2025 is replaced by the following: "2. In the areas subject to restriction I as per Implementing Regulation 2023/594, not falling within the CEV Zone, hunting of wild boar is prohibited. Any exemptions may be granted by the Extraordinary Commissioner after consulting the GOE based on the availability of surveillance data and the assessment of the epidemiological situation. The
Depopulation in this area must aim to cull 150% of the wild boars killed in previous years. Wild boar control measures involving the use of traps and selective shooting, including vehicle tracking with a maximum of three dogs and 3 people, are authorized. Other forms of control may be authorized by the Special Commissioner, after consulting the GOE, based on the availability of surveillance data and an assessment of the epidemiological situation.
