A turning point
The debate on wildlife management and hunting regulation in Italy marks a turning point. The proposed reform of Article 8 of Law No. 157 of 11 February 1992 aims to radically rewrite the structure and functioning of the National Wildlife and Hunting Technical Committee (CTFVN) . The stated objective of the reform is to overcome the structural problems of recent years, abandon temporary management based on ministerial decrees, and restore the consultative body's deserved stability through primary legislation. From 41 to 18 members: a radical streamlining of the body
The most impactful change, already in effect since the reconstitution, concerns the drastic reduction in the Committee's membership. While the original wording of Law 157/1992 called for a plenary assembly of 41 members, the new proposal sets the maximum limit at 18 members, reducing the body by over 55%.
The main innovations of the new formulation
1. Return to the primary source and legal certainty
In recent years, the CTFVN has operated on the basis of transitional provisions (such as Article 1, paragraph 453, of Law 197/2022) and implementing ministerial decrees. This framework has been the subject of administrative disputes and constitutional challenges. The direct rewriting of Article 8 responds to the need to reaffirm the statutory reserve, establishing in paragraph 7 the formal termination of the previous transitional committee upon the entry into force of the reform.
2. Quantitative criteria for hunting associations
While in the past, virtually all recognized hunting associations were represented (8 seats), the new regulation establishes that the three hunting representatives must belong to the associations "most representative in terms of number of members at the national level." A binding meritocratic-numeric criterion is thus introduced.
3. Ministerial appointment
Procedural simplification: The appointment of members is moving from the Prime Ministerial Decree (DPCM) to the more streamlined Decree of the Minister of Agriculture, Food Sovereignty and Forestry (MASAF).
Financial Invariance: Paragraph 6 introduces a strict rule: Committee members will not be entitled to any compensation, attendance fee, allowance, or expense reimbursement.
