A huge job
Delivery of the items is about to begin regional rings for live decoys foreseen by the amendment to regional law 3/94 of July 2020 and by regulation 36R which came into force in February 2023. An enormous job which will see hunters forced to collect a ring of plastic material from the CAV points, to add to the metal one, in order to use decoys when hunting. An increase in bureaucracy which, even though we try hard, we cannot understand the usefulness of.
The planned procedure
We want to remind you of some fundamental points of the procedure that hunters will have to face:
Interested parties must bring to the CAV the original receipts of origin or a legible copy authenticated with a declaration in lieu of an affidavit regarding the birds they wish to take hunting. Amateur breeders must bring the breeding register showing the birth details of the birds and the corresponding ring number. The receipts must show the date of issue dating back to less than 10 years ago, the breeder's details, the progressive number of the document, the buyer's details, the ring number. Once the regional rings have been assigned (plastic bands) which do not replace or replace in any way the value or presence of the original metal ring affixed by the breeder, these must be applied to the decoy's paw within 10 days
What is required
Please remember that the ten-year validity of the regional ring, essential for carrying hunting decoys, starts from the date of birth reported in the register for amateur breeders and from the date of completion of the receipt for others. Please remember that this ringing operation is in no way an amnesty. From now on every bird purchased must be equipped with the above band before being taken hunting. All birds classified by law as ring-identified decoys (turds, wood pigeons, aquatics, etc.) will need to carry out this operation to be taken hunting. Having remembered what is required, we want to confirm that our CAV points are ready to receive hunters and assist them in this complex step. We invite hunters to contact our association offices to be directed to the nearest CAV point, present in each province.
The improvements to be made
However, we cannot help but wonder what this whole operation is for and why it was set in motion. This is why we appeal to politicians to stop the operation, given that it involves expenses on the part of the public body and does not benefit any of the parties involved. If this is not possible, we ask that, at least, significant improvements be made to the Resolution that set the delivery in motion:
That the 10-year validity period of the rings be extended
There should be a way to assign rings to recalls with lost or damaged receipts.
That it is possible, in the case of purchasing singing calls, to affix the regional rings at the end of the hunting season.
That the progressive numbering of the receipt, mandatory in Tuscany but not in other regions where Tuscan hunters purchase decoys, is no longer a fundamental requirement for the granting of the rings.
That CAV operators are protected as much as possible on a legal level.
Let us look for a way to regularize even birds legitimately purchased from retailers.
No to financial requests
Our first interest is to provide a service to hunters, therefore, if no other solutions are found, we will carry out the work of assisting them to the best of our ability in this task assigned and financed by the Region. A service that we ask the Public Body to guarantee and supervise is carried out without any financial request to the hunters by those who have taken on the burden of carrying it out (The Associations Components of the Control Room of Tuscany: Arcicaccia, Enalcaccia, Italcaccia and Liberacaccia of Tuscany).
