Votes for and against
The proposed amendment to Regional Regulation No. 34 of November 30, 1999 (Hunting of Wild Boar) received a majority favorable opinion from the Third Committee of the Umbria Legislative Assembly at yesterday's meeting. The opposition commissioners voted against it, deeming the engagement and discussion with hunting associations inadequate. The document, the report states, aims to "achieve greater efficiency in wild boar culling and more equitable use of the hunting area by introducing round-hunting and regulating single-hunting to ensure a more balanced use of the hunting area and to provide a targeted tool for demographic control of the wild boar population. This is based on Ordinance No. 1/2026, "National Action Plan for the Capture, Culling, and Disposition of Wild Boar Carcasses in Areas Free from African Swine Fever," issued by the Special Commissioner for ASF, and the current "Regional Plan of Urgent Interventions to Combat the Spread of ASF," adopted by the Regional Council in 2024. These Ordinances identify round-hunting among the hunting methods envisaged for wild boar depopulation and provide for an increase in culling in the region."
Comments on the document
In expressing its favorable opinion, the Commission prepared some observations on the document. These include: paying particular attention to the risk that driven hunting will encourage wild boar reproduction rather than controlling it; publicizing the dates and locations of hunts and activities through signage and the internet, to protect public safety; and providing for monitoring, by April 2027, of the effects achieved by the amendments to the Regulation.
Who was listened to
Before the vote, the Commission heard representatives from ATC Pg 2, ATC 3, CPA Terni, EnalCaccia, ArciCaccia, Associazione Migratoristi, Coldiretti, WWF, CIA, Federcaccia, Comitato Cacciatori singoli, and Libera Caccia. They presented the detailed positions of hunting and environmental associations, farmers, and hunting areas regarding: the advisability of amending the wild boar hunting regulations 20 days before the opening of the season, the introduction of new forms of hunting, the regulation of teams, the establishment of exclusive zones and sectors, the activities of individual hunters, the protection of agricultural production, hunter safety, the differentiation between suitable and non-suitable areas, and the compatibility of the new provisions with swine fever containment measures.
More than a comparison
Regional Councilor Simona Meloni also participated in the meeting, noting that the changes to the regulation on wild boar hunting "have been discussed on several occasions, with hunting associations expressing a variety of points of view. Over the years, damage to agriculture and road accidents have increased, so the need for action is clear, and protecting all forms of hunting represents a principle of fairness. Blocking this reform appears to be an attempt to change nothing: it is better to initiate a partial and progressive reform than to remain stagnant. Hunting must be based not on controls but on the integrity of those who practice it, who must report actual numbers on culls, which are predominantly carried out by teams. Maximum commitment is needed to protect breeders and farmers and achieve the objectives set by the Commissioner." (Source: Umbria Region)
