Hunting: Umbria, approved the Hunting Calendar valid for the 2014-2015 Hunting Season; the commissioner Cecchini, "innovations introduced welcome requests made during the participation phase".
The Regional Council of Umbria, on the proposal of the hunting councilor Fernanda Cecchini, approved the hunting calendar for the next 2014/2015 season. The act takes up the structure of the calendar of the past season which had found a positive judgment and appreciation by the hunting world. “Following the participatory phases with the hunting associations and the opinion expressed by the competent council commission, the council - explained Cecchini - has implemented and inserted in the text pre-adopted in May some changes with the aim of satisfying the requests made in those offices. In particular, we have increased the pre-opening days from 2 to three, on Monday 1 September and the two following Sundays (7 and 14 September) with the limitation, for the latter two, to 13.00 pm ".
“This is an important novelty, the result of a common understanding of the hunting associations - underlined the commissioner -. In addition, the possibility of taking the quail species on September 14 has also been added. Compared to the pre-adopted text, the closures of the hare species from 7 to 14 December and of the selection hunt from 28 February to 15 March have been postponed. The choices made in drafting the approved Calendar - concluded Cecchini - are supported by the work of the Wildlife Observatory which produced a thorough and detailed report ”.
The general opening to all species remains fixed on the third Sunday of September (21st), with the exception of ungulates whose sampling periods will be defined by the provincial administrations within the period established by the calendar that goes from 22 June to 15 March. For wild boar it starts on Sunday 5 October and closes on 4 January, with the possibility for the Provinces to postpone opening and closing. The closure of the hunting activity is differentiated according to the species, to comply with the requirements of national and community regulations.
During the council meeting, the commissioner Cecchini also informed the executive that, taking into account the needs expressed by the hunting council and the permanent regional commission, it has undertaken the commitment to work in concert with the neighboring regions to request the Ministry and "Ispra" (Higher Institute for Environmental Protection and Research) to be able to proceed with the implementation of hunting in derogation for the starling and finch species.
Below is the text of the 2014/2015 Ventilation Calendar of the Umbria Region:
UMBRIA REGION
VENATORY CALENDAR FOR THE 2014/2015 SEASON
THE VENATORY EXERCISE IN THE 2014/2015 SEASON IS ALLOWED WITH THE FOLLOWING METHODS:
A) HUNTABLE SPECIES AND PERIODS
1) a) on 1, 7 and 14 September 2014 (7 and 14 September until 13.00 pm) exclusively by stalking the following species: ALZAVOLA - MARZAIOLA - GERMANO REALE - TAUPE - MERLO - COLOMBACCIO - GRAY CORNACCHIA - GHIANDAIA - GAZZA;
b) on 14 September until 13.00 pm limited to stubble with the help of the dog to the quail species;
c) from 21 September to 28 December 2014 to the following species: TAUPE - MERLO - QUAIL;
d) from 21 September 2014 to 28 January 2015 to the following species: ALZAVOLA - GERMANO REALE - MARZAIOLA - COLOMBACCIO - GRAY CORNACCHIA - GHIANDAIA - GAZZA;
2) from 21st September to 31st December 2014 to the following species: ALLODOLA - WILD RABBIT - PHAGIAN - STARNA - RED PARTRIDGE - SILVILAGO;
2) bis from 21 September to 30 November for the female PHAGIAN species;
3) from 21 September 2014 to 31 January 2015 to the following species: SNAKE - SNAKE - CANAPIGLIA - CESENA - CODONE - WHISTLE - FOLAGA - WHISKER - WATER HEN - SHOVEL - MORETTA - MORIGLIONE - PAVONCELLA - PORCIGLIONE - BOTTACCIO THRUSH - SANDY THRUSH - FOX;
4) from 21 September to 14 December 2014 to the species: HARE;
5) from 5 October 2014 to 4 January 2015 to the BOAR species in the allowed forms; the provincial administrations, in relation to the control activity of the species carried out directly pursuant to art. 28 of the Regional Law n. 14/94, prepare containment interventions for the wild boar species in the days of September in which hunting is allowed pursuant to lett. C). The provincial administrations may postpone the date of the hunting exercise for wild boar from 5 October, in compliance with the time span referred to in article 18 paragraphs 1 and 2 of Law number 157/1992; the hunt for the driven BOAR is allowed only on Thursdays, Saturdays and Sundays; in the event of failure to reach the number of animals envisaged in the abatement plan assigned to a district by the management plans drawn up by the ATCs, the competent provincial administration prepares containment measures in January and February, until the plan is completed. For the collection of this species it is recommended to use non-toxic ammunition.
6) The provincial administrations can authorize, in the manner provided for by the regional regulation no. 27, the selection hunt for the DAINO - ROE DEER - DEER and MUFLON species, in specific areas, with sufficient consistency, from 1999 June to 23 July and from 22 August to 13 October 17 and from 4 January to 2014 March 5, in an articulated way for each class of sex and age of the species considered; the collection is allowed for five days a week, without prejudice to the hunting silence on Tuesdays and Fridays. The use of non-toxic ammunition is recommended for the collection of these species.
7) in hunting farms, the collection of authorized species, with the exception of ungulates whose periods are indicated in the previous points 5) and 6), carried out in compliance with the collection plans authorized by the provincial administrations, begins on 21 September 2014 and ends on 31 December 2014, with the exception of the PHAGIANO, FOX, GERMANO REALE, COLOMBACCIO species which can be taken up to 31 January 2015. In agri-hunting tourism companies, the collection of authorized species begins on 1 September 2014 and ends on 31 January 2015.
B) PROHIBITIONS
1) It is forbidden to abandon shells or other waste during the hunting activity; the same must be recovered before moving from the hunting site.
2) It is forbidden to prepare temporary stalking by cutting fruit plants or in any case of economic interest, or by using parts of plants belonging to the protected spontaneous flora.
3) Hunting is prohibited, for ten years, in wooded areas affected by fires, pursuant to paragraph 1 of art. 10 of 21 November 2000, concerning forest fires. The municipalities take care of the census and the drawing up of the lists and the relative perimeter of the wooded areas covered by fires in the last five years.
4) In the territory intended for scheduled hunting, in the period between 1 January and 31 January 2015, hunting migratory game is only allowed from fixed or temporary stalking with or without the aid of the dog. In January, the hunting of woodcock in wandering form is allowed only with the help of the dog within wooded areas; in January the hunt for aquatic animals (teal, mallard, garganey, snipe, gadwall, pintail, wigeon, coot, whisk, moorhen, shoveler, tufted duck, pochard, lapwing, water rail), in wandering form, is allowed even with the aid of the dog only in the vicinity of lakes and rivers and streams with regular water flow. The use of the following and burrowing dog is limitedly allowed for hunting the driven fox, subject to the ATC clearance and for hunting the wild boar referred to in letter A point 5.
5) For the 2014/2015 hunting season it is forbidden to hunt partridge in the territories delimited by the following borders:

6) On 4 October 2014, hunting is prohibited throughout the Municipality of Assisi.
C) DAYS OF THE HUNT
In September, hunting is allowed on the following days: Sunday 21st, Wednesday 24th, Saturday 27th and Sunday 28th; for the remaining hunting season, hunting is allowed for three days a week at the hunter's choice, without prejudice to the hunting silence on Tuesdays and Fridays.
In the period between 1 October and 30 November 2014, hunting for stalking migratory game throughout the region is allowed for 2 additional days a week with the exception of Tuesdays and Fridays; in this period the hunter must write down the 2 additional days on the card by ticking only the appropriate corresponding box, indicated by the words: migratory additional days (1 Oct. - 30 Nov.), without prejudice to the limitation to three days for wandering hunting weekly.
D) VENATORY DAY
Hunting is allowed according to the times specified below:
on 1 September from 6,15 to 19,30;
on 7 and 14 September from 6,15 to 13,00;
from 21 September to 30 September from 6,20 to 19,15;
from 1 October to 15 October from 6,30 to 18,45;
from 16 October to 25 October from 6,45 to 18,30;
from 26 October to 15 November from 6,00 to 17,15 (solar time);
from November 16 to November 30 from 6,15 to 17,00;
from 1st December to 15th December from 6,30 am to 16,45 pm;
from December 16th to December 31st from 6,45 am to 16,45 pm
from January 1st to January 15th from 6,45 am to 17,15 pm;
from January 16 to January 31 from 6,30 to 17,30;
Exceptions are:
selection hunting for ungulates is allowed up to one hour after sunset;
woodcock hunting starts one hour after the above times;
E) GAME BAG
For each hunting day, each license holder is allowed to shoot the following game:
1) PHANIAN - STARNA - RED PARTRIDGE - COMMON HARE - WILD RABBIT: two heads in total, of which only one HARE and one STARNA;
2) QUAIL: 10 garments with a maximum of 50 garments per season;
3) THRUSH - MERLO and CESENA: 20 heads in total;
4) ALLODOLA: 20 garments with a maximum of 100 garments per season;
5) ELEVATOR - CANAPIGLIA - TAIL - WHISTLE - GERMANO REALE - MARZAIOLA - SHOVEL - MORETTA - MORIGLIONE - FOLAGA - WATER HEN - PORCIGLIONE - SNIPER - WHISKER - PAVONCELLA - COLOMBACCIO: 10 heads in total;
6) WOODCOCK: 3 heads.
7) TAUPE: 10 items.
The maximum total number of migratory game heads that are allowed to be killed daily is 20 units.
F) STATIONS
The fixed and temporary hunting positions referred to in articles 24, 25 and 26 of the regional law no. 17, are governed as follows:
1) The fixed posts cannot be installed at a distance of less than m. 400 from the borders of the following territorial areas:
Protection oasis;
Restocking and capture areas;
Public and private wildlife breeding centers.
A fixed post cannot be installed less than m. 200 from another fixed stake. A fixed post to the Colombaccio cannot be installed at a distance of less than m. 500 from another fixed post at Colombaccio. The fixed posts at the Colombaccio can have even more than one shed as long as they are all within a radius of m. 50 from the main shed. The distance between two ambushes at the Colombaccio is measured from the main shed. If the need arises, the owner or the grantor of the fixed posting can circumscribe the pertinent area with tables.
2) Temporary hunting stalks cannot be installed at a distance of less than m. 200 from fixed positions and less than m. 100 from the borders of the Protection Oases, of the Restocking and Capture Zones and of the public and private centers for the reproduction of wildlife or other temporary stalking. If the need arises, the owner or the grantor of the fixed posting can circumscribe the pertinent area with tables.
3) In fixed and temporary stalking it is forbidden to hunt the following game species: HARE, PHAGIAN, STARNA, RED PARTRIDGE, SNAKE and SNAKE.
4) In each posting, both fixed and temporary, with the exception of those for the Pigeon and Aquatic hunting, the hunt cannot be carried out by more than two people at the same time.
5) In fixed stalking the use of live decoys is allowed up to a maximum of 40 catch units and 40 breeding units; in temporary stalking this limit is 10 capture units and 10 breeding units. It is forbidden to use or possess, during the exercise of the hunt, blinded or mutilated live calls and acoustic signals with mechanical, electromechanical or electromagnetic operation with or without sound amplification.
6) At the end of the hunting activity the hunter has the obligation to remove the residues deriving from the hunting exercise and, in the arable land, he has the obligation to remove all the materials used for setting up the stake. When setting up the stakeout, it is allowed to attach dry plant material to the shooting range.
7) Barrel hunting is prohibited.
8) On 1, 7 and 14 September, the occupation of the site and the installation of the temporary posts cannot be carried out before twelve hours from the hunting time referred to in point D and the temporary posting must be set up exclusively with canvas huts or equivalent that can be covered with plant material, subject to the prohibitions referred to in point B above. 2. Anyone who violates this provision will be subject to the administrative sanction provided for by art. 39 paragraph 1 letter. nn) of the regional law 14/1994.
9) It is absolutely forbidden to mark in any way and by any means the place where the temporary posting will be set up.
G) DISCIPLINE OF HUNTING IN MOUNTAIN PASSES AND IN SPECIAL PROTECTION AREAS
Any type of hunting activity is forbidden less than m. 1.000 from the mountain passes indicated in the list at the bottom of this hunting calendar.
In Special Protection Areas (SPAs) not falling within protected areas:
- hunting is prohibited on 1, 7 and 14 September;
- dog training is prohibited before September 1st;
- in the month of January, hunting is allowed in a wandering form, with the exception of hunting ungulates, only on Thursdays and Sundays;
- in the months of January, hunting from fixed or temporary stalking is allowed for two days a week, to be chosen between Thursday, Saturday and Sunday;
- in natural and artificial wetlands (including flooded meadows) and in a buffer zone of 150 meters from their borders, the use of lead shot is prohibited;
- the killing of specimens belonging to the tufted duck species (Aythya fuligula) is prohibited.
H) CARD FOR THE VENATORY EXERCISE
For each day of hunting, the holder of the hunting card must indelibly record on it and in the spaces intended for the purpose, the hunting method, the day chosen at the time of the start of the hunting activity that takes place with the loading of the weapon, and, at the end of the same, the number of culled animals belonging to the species referred to in points 2, 3, 4, 5, 6 and 7 of letter E); the animals belonging to the species referred to in point 1 of letter E) must be recorded immediately after killing. In the event that wild boar hunting is carried out in the allowed forms, on the same day it is not possible to practice other forms of hunting and only the specially prepared space must be marked.
The card must be returned by March 31st. To obtain the release of the card for the following hunting season, the receipt stamped by the Province or by the association must be kept and shown, certifying that it has been returned.
I) TRAINING AND TRAINING DOGS
The training and training of dogs is allowed from 16 to 31 August 2014 except Tuesdays and Fridays and on days 3-4-8-10-11-15-17 and 18 September 2014, from dawn until 12 and from 16 to sunset, throughout the region, with the exception of the land currently under cultivation; the provincial administrations for coordination needs with neighboring provinces, may make changes to the period established for the training of dogs. The training and training of dogs is allowed to not less than m. 500 by the wildlife-hunting companies.
L) CONTROL OF SPECIES
For reasons of protection of the fauna, agricultural and livestock production or for health reasons, the provincial administrations can authorize, in the manner provided for by art. 19 of the law 11 February 1992, n. 157 and art. 28 of the regional law no. 17, plans to control, including by killing, wildlife species or reduce hunting periods for certain species.
M) VENATORY RESIDENCE
1) Hunters not resident in the region, coming from regions or provinces, with whom interregional or interprovincial memoranda of understanding have been established pursuant to art. 14,15 and 16 of the regional regulation 1 October 2008, n. 6, for the management of territorial hunting areas. The Management Committees of the Territorial Hunting Areas can admit quotas of extra-regional hunters, not exceeding one hundred units for each region of origin, regardless of the formalization of agreements, provided that the conditions of reciprocity of access are met.
2) The hunters in possession of the hunting residence in Umbria can practice the hunting activity starting from the first day of the season. Hunters residing by birth in Umbria, who have chosen the hunting residence in regions other than Umbria can practice hunting starting from the first day of the hunting season as long as they are registered in an Umbrian hunting area.
3) The hunting of migratory game only, for a maximum of 20 days, by daily booking, can be carried out in Umbria by hunters coming from the regions that have joined the interregional tele-booking system or that have entered into specific agreements with the Umbria Region, in application of art. 14 of the regional regulation 1 October 2008, n. 6, starting October 1st.
4) The Region, the Provinces and the Management Committees of the Territorial Areas of Hunting may establish, within the framework of the agreements for the mobility of hunters, reciprocity agreements that provide for the admission of hunters starting from the first day of the hunting season, by way of derogation in point 2 above).
5) The Provinces may make changes to the periods established for huntable species only for hunters who are not registered in Umbria for coordination needs with the other Provinces.
N) NATURAL PARKS AND CONTIGUOUS AREAS
Hunting activity is prohibited in the territory of natural parks and protected natural areas, as identified by the regional law of 3 March 1995, n. 9 and in the territory of the National Park of the Sibillini Mountains, as identified by the decree of the President of the Republic August 6, 1993. In application of art. 7 of the regional law 13 May 2002, n. 7, within the contiguous areas of the Monte Cucco park and the Tiber river park as delimited by LR n. 9/95 those who have the hunting residence in the ATC where the area falls can practice hunting.
For anything not provided for in this hunting calendar, the law of 11 February 1992, n. 157 and subsequent amendments and the regional law May 17, 1994, n. 14 and subsequent amendments.
