Umbrian hunting federation asks the political parties, the candidates for the presidency of the Region of Umbria, to the individual candidates for Councilor who will be elected in the Regional elections of 27 October 2019, specific commitments and concrete facts on environmental and management issues and the recognition of the positive role of hunting and the social figure of the hunter. Concrete commitments are requested, to be shared and brought into discussion in regional-national headquarters to support hunting as a conservation tool.
1. The hunter is a protagonist in the management and enhancement of the environment and his role is recognized by the State Law 157-92, which establishes that hunting is lawful and recognized. The SOCCER PLAYER is one of the protagonists identified by the law and therefore has full right to be in the forum of Italian society.
2. Hunting is an important environmental management tool entrusted by law to farmers, conservationists, local authorities and hunters. The hunter represents, with his activity, one of the main architects of the governance of the territory and the protection of biodiversity.
3. The hunter - as sanctioned by Italian and regional laws and regulations of the European Union - plays an active role in formation, conservation and restoration of a natural environment alive and balanced, in the enhancement of abandoned and peripheral areas.
4. The hunting world is a fundamental element for the creation of a traced food chain of game meat, which enhances a natural resource of renewable quality of our territory, through which to create economy and jobs.
5. The economic-employment value in Italy of the sports-hunting sector and of the sectors connected to it, with its quasi 100.000 employees, has an economic effect of approximately € 7,3 billion: a value that represents 0,44% of the national GDP.
6. The hunting world, also through the integration of the functions and a better organization of the ATCs, AFVs and AATVs, can develop significant synergies with the agricultural world in terms of management and development of the territory, thus contributing to the growth of the agricultural enterprise. in a multifunctional context and implementation of the European, national and regional strategy for Biodiversity.
7. The next challenges affecting the hunting world at the regional level:
- Implementation of the PFVR, from the management of small sedentary game, to the identification of a network of Temporary Respect Area, to the completion of the management of the species boar, to the fight against opportunist species in the territory with planned hunting for the whole year.
- Sic and Regional Parks Management with the creation of Temporary Respect Areas, Restocking and Capture Zones within it, so that the management of wildlife takes place through appropriate forms agreed upon between the Park Authority and the Territorial Hunting Area, so that in mountain territory removed from hunting correct forms of environmental promotion activities and sports dog practice can be developed.
As a stakeholder, Hunting Federation asks:
- to sit at the green table of the post-2020 CAP (Common Agricultural Policy);
- to strengthen the Wildlife Observatory, creating agreements with the University of Perugia to have, as a region, scientific autonomy in the field of migratory species;
- that the voluntary hunting surveillance of all associations is coordinated by the Provincial Police through mixed patrols;
- to adapt the regional regulations on the subject of hunting, in order to avoid the continuous instrumental attacks by environmental associations, whose relations or agreements with the relevant bodies should be deepened;
- to modify and avoid approving laws and regulations that are oppressive and discriminating against hunters (even if they are not directed directly towards hunting).
Our expectation is that these goals will find legitimate recognition in the political programs for the future legislative commitment in the Umbrian Region.
