Following the publication of the DPCM April 10, 2020 and of the relative explanatory circular of the Ministry of the Interior of 15 April last with which the extension of the term for the suspension of administrative proceedings was granted, theANPAM file intervened at the Interior Ministry to highlight the need for also extend the duration of all police authorizations in all its forms, of vital importance for the sector, in a particular moment like the present one.
In this regard, it was included in the bill AC 2463 for the conversion of decree-law of 17 March 2020, no. 18 (Cura Italia), the following paragraph amending paragraph 2 of art. 103: "2. All certificates, certificates, permits, concessions, authorizations and qualifying deeds, however named, including the terms of commencement and completion of the works referred to inarticle 15 of the decree of the President of the Republic 6 June 2001, n. 380, expiring between January 31, 2020 and July 31, 2020, retain their validity for the following 90 days from the declaration of termination of the state of emergency. "
As can be understood from reading the text, all police authorizations are extended in theirs validity for 90 days following the cessation of the state of emergency, set as of July 31, 2020. The Cura Italia decree has just been approved by the Chamber of Deputies with a vote of confidence after approval by the Senate at first reading. We reasonably believe that at the beginning of the week the decree will be published in the Official Gazette and, presumably, an explanatory circular from the Ministry of the Interior will follow.
