Budget Law
ANUUMigratoristi approves and appreciates the changes to the reads 157 introduced with the 2025 Budget Law, considering them an important first step forward to try to restore safety and legal certainty to Italian hunters by protecting hunting calendars from instrumental appeals presented by animal rights associations. With a note sent to Minister Lollobrigida, who kept the commitment she had made in this regard, ANUUMigratoristi thanked all those at the Government and Parliament levels who made this change possible.
Legal and administrative hitches
ANUUMigratoristi also hoped that the Government and the Regions will now immediately start a technical-legal coordination to prepare to accompany the practical application of the new provisions introduced by the Budget Law, preventing and avoiding any legal-administrative hitch that, undoubtedly, animal rights associations will try to invent to continue to disturb a normal and orderly development of the next hunting seasons. At the same time, ANUUMigratoristi highlighted that there is still a lot of work to do to guarantee a future for hunting in Italy, addressing and resolving with adequate planning and determination all the other hunting issues still on the table.
The main needs
Just think about the need, just to give a few examples:
to adapt Law 157/92 as a whole to the changed agro-environmental and wildlife context as a management and conservation tool;
to review the role of ISPRA;
to review Law 394/91 on protected areas, many of which, lacking the requirements on which they are founded and in the absence of any management, only impose useless constraints that seem to hinge on the sole purpose of removing territories from hunting;
to concretely initiate the technical and political procedures for the revision of the Italian Key Concepts, which, as has been widely ascertained, are absolutely anomalous and unjustified and on which the opening and closing dates for hunting of many species depend;
to definitively resolve the absurd question of lead for use in hunting;
to eliminate the problem of border crossings not foreseen by any community provision;
to regulate the effective possibility of supplying live decoys for hunting activities, for the replenishment of breeding stock and for fairs and festivals, as provided for by the Birds Directive and the Interpretative Guide;
to provide for the real and concrete possibility of derogation in defense of agricultural crops and to safeguard local cultural traditions;
to ensure effective and easy control, as a public utility service, of problematic and opportunistic species, both alien and native, which threaten the environment, biodiversity, livestock farming, agriculture, road safety and now, with the issue of large carnivores (bears and wolves), also the safety of people and pets, including hunting dogs, enhancing the figure of the hunter as a Bioregulator;
to ensure correct and impartial checks on hunters, countering often harassing and humiliating behaviour;
to establish regulations to prevent and severely punish attacks by eco-terrorists against hunters and their hunting facilities and premises;
to prevent public television service from continuing to spread disinformation, without adequate debate on hunting activities, seriously offending those who practice it.
Government Availability
For these reasons ANUUMigratoristi has communicated that it counts on the necessary availability of the Government to share and urgently plan with the hunting associations, together but in respect of the reciprocal roles, a real technical and operational path suitable to address and definitively resolve the listed problems that have afflicted hunting in Italy for too many years now (source: ANUUMigratoristi).
