During the last Board of Directors Arci Caccia Tuscany approved an important document. There wild boar hunting, in battue and in other minor forms, is regulated by precise rules and regulations. Over the last few years some critical issues have emerged, reported to us by our partners engaged in driven hunt and in self-control to which we have tried to give solutions: Foraging and hunting times: It is unthinkable to override the national legislation, therefore, although satisfied with the withdrawal of the provision, we consider it appropriate reiterate our opposition to allowing foraging in the selection hunt, while we are in favor of leaving it in place only for control interventions. We also ask for greater regulation of selection hunting for female wild boar in the period of births and breeding of the offspring.
We believe it is fundamental for ours ethics of hunters, that it is avoided to shoot the females with inept offspring, causing the death of the young or transforming the porcastri into wandering animals without control. To this end, it could be useful to try, in case of extreme necessity, of concentrate the killing on leeks rather than on adult females. In order to create a "legal" deterrent foraging, aimed at diverting animals from agricultural crops, the old legislation should be restored, allowing ATCs to create foraging points in agreement with farmers. In addition, environmental improvement programs focusing on deterrent disposable crops should be implemented.
Management of NUI: It is necessary to give a period of validity to the NUI, limiting them only to the period in which it is possible the cultivation is in progress. In the event that priority access to landowners is granted to felling or hunting, we ask that in exchange the compensation for damages in the funds subject to direct withdrawal of the farmer be suspended.
Areas suitable and not: We ask that a range of competence be provided for the teams in the non-suitable area, whose depth and breadth is decided by the ATCs. The boundaries of the suitable areas must be certain and easily recognizable, no more jagged areas. In addition, the teams must be assigned the management of small non-suitable areas located within larger dedicated areas. We ask for the involvement of teams to be made mandatory in the installation and maintenance of electrified fences made before sowing and at maturation of the product. In defining the areas at risk, we ask that the part relating to potentially arable land to be restored be removed.
Off-road transit on forest roads: In wild boar hunting, access to forest trails is essential. For this reason, in the event that the hunters concerned are able to obtain the consent for the transit of the owners or tenants of the funds, they will have to commit themselves with their municipalities for the authorization process. In this way most of the work would be done by hunters, removing the burden on municipalities who will be more likely to issue clearances.
Use of resources derived from control: The ATCs will have to prepare specific agreements with meat processing centers or other destinations authorized in accordance with the health regulations in force, aimed at the sale of the head of ungulates coming from the control activities referred to in article 37 of regional law 3/1994 and those bestowed by hunters. Once the need for reimbursement of the expenses incurred by the hunters has been taken into account, the funds must be assigned to the benefit of the owners involved, in partial reimbursement of the damage to agricultural production or otherwise.
Protected areas and private institutions: We deem it appropriate that 28 ter be reintroduced, which imposes the damage detected within 200 meters from the borders of the protected areas and public and private structures, who have not implemented management and control programs for ungulates.
Enci patents for wild boar dogs: Arci Caccia, while not refusing a greater specialization and technical growth of hunters, is opposed to any economic and bureaucratic burden on its members. For this reason, if it becomes mandatory to enable the hounds with ENCI qualifications, Arci Caccia will take steps to make, through its own structures, the achievement of the qualifications as less onerous as possible. The association also deems it appropriate to simplify the rules governing the duration of the pack patent, which must not lapse when a component changes and last for the dog's entire life. Moreover, given that the wetsuits are composed for the vast majority of subjects without Enci registration, it will be necessary to find the way to make it possible to obtain the qualifications for these specimens as well.
