The Congress of Urgnano
The XI Congress of the Lombard Arcicaccia was held on 20 May in Urgnano (BG) inside the Rocca Viscontea. In the presence of around sixty delegates and invited guests, once the statutory formalities were completed and Gabriele Valsecchi was elected President of the Assembly, the outgoing President Ivan Moretti gave his report. It was an examination of the situation of hunting in our region, emphasizing in particular how the lack of the Regional Wildlife and Hunting Plan subjects us to all possible incursions by the LAC in the company of various animal rights activists. The sentences of the TAR and the Constitutional Court of the last three years are proof of this. Particular attention was paid to the population decline of hunters in Lombardy. The Congress also endorsed the document drawn up by the Arci Caccia dell'Umbria in preparation for the "states general of hunting 2022" because, apart from the purely local parts, it constitutes a useful handbook for anyone who wants to deal with hunting in Italy.
The study on the hunting of the passes
Subsequently, a study drawn up by several hands aimed at overcoming the "hunting on the passes" problem was illustrated. Which the Lombardy Region will have to resolve within the peremptory terms indicated by the Milan TAR. The meeting was attended by the Regional Councilors Floriano Massardi (Lega) and Matteo Piloni (PD) respectively President and Secretary of the VIII Regional Commission, the one which among the various tasks deals with the hunting activity. Both, although starting from different political approaches and sensitivities in the field of hunting, have hoped that the Regional Council will receive proposals that are as unitary and shared as possible by the Lombard hunting world. Subsequently, a particular space was dedicated to the "wolf problem in Italy" by Prof. Michele Corti, President of the Alpine Pastoralism Association, an expert on the problem. At the end we proceeded with the election of the Regional Council.

"Goodmorning everyone. I thank you for your willingness to participate in the XNUMXth Congress of the Arci Caccia della Lombardia, in particular I thank the President of the VIII Commission of the Regional Council Floriano Massardi and the Secretary of the VIII Commission Matteo Piloni. The VIII Commission deals with agriculture, forestry, wildlife management and therefore with Hunting and Fishing. I also greet Giuseppe de Maria of Caccia & Dintorni and his collaborators and the other journalists present. Today our National President should have been present, he is from Rimini and is an official of that Province and is at work. You know what has happened in Emilia and Romagna these days. We follow up on words with deeds. As happened with COVID, we tangibly support those populations. Let's forget the gadgets and let's evaluate with Vincenzo Botta who is our Treasurer how much we can donate. I make the same invitation to those provincial committees that have set something aside. We had also invited the new Councilor Alessandro Beduschi, but the farmers are engulfing him. Let's hope they leave him some time to also take care of hunting. What can I say about these 6 years during which I have presided over our Association. I mentioned earlier the tragedy of COVID that "kept on" many who shared our passion and made many others stop. As far as hunting activity is concerned, many things have happened in Lombardy in this period. The "anti-hunters" have begun to get serious by insinuating themselves into all the gaps left open by a management, I want to use a good term, careless and sometimes opportunistic. In 2020, meanwhile, locked up at home due to the pandemic, we stamped our feet to find a loophole to be able to go hunting again, a TAR ruling closed our hunting in 4 provinces in Natura2000 sites. In 2021 the "cleverness" of presenting the Hunting Calendar close to the opening allowed the TAR to suspend hunting for precautionary reasons until 4 October. In 2022 the precautions were taken by the Regional Council by issuing a truncated calendar for times and species for both opening and closing. What awaits us this year is in the making. Also in 2022 the LAC and its law firm did not stand still and here is the sentence of the Constitutional Court and the TAR on the passes. But Marco Fiore will intervene later on this matter and will illustrate a proposal that we will send to all those who are committed to finding a solution to this last problem. This table shows the demographic trend of hunters in our region over the last 15 years. There was an overall drop of 32.000 units, 47%, something more than the national graph One thing, however, can be seen immediately: the drop occurred almost exclusively outside the Alps area. Paraphrasing a slogan, one could say that “where there is game, there is hunting” or better, where there is good management, hunters resist. Of course, there are problems in the Alpine districts as well, sometimes due to abundance (wild boars where there shouldn't be any) or sometimes due to internal regulations without valid management reasons.

I don't want to play Cassandra, but I fear that ATC management will be the next battlefield with the "anti-hunting" (Art. 1 of 157 paragraph 2). MANAGEMENT: to some it may seem like an old word, contained in a law of the last century the 157. Last year Arcicaccia dell'Umbria in preparation for a conference called "the general states of hunting" produced this booklet. We make it ours and attach it to the proceedings of our Congress. Apart from the part relating to the Hunting Calendar of Umbria, it can be used as a basis for any comparison regarding hunting. It is digitized and is available to all those who want insights into hunting. And now allow me a personal reflection: L'Arcicaccia with the National Congress of 11 September 2021 almost completely renewed the management team. We have the youngest Bureau of all Italian hunting associations. And we noticed it for the dynamism shown. With our Congress we must do the same thing. we need prepared people capable of carrying on our Association and preparing young people to whom we can entrust the management of the territory for wildlife purposes and the future of hunting. I raised the problem during the last Governing Councils. Today we have to discuss this too. If we keep a bolso horse at the shaft of the cart, we'll go a short way. Thank you for your attention.
