The completely free attack on the Arci Caccia by Hunting Federation, Libera Caccia and Enalcaccia about the position of Arch Hunting on the approval of the ATC Perugia budget is yet another confirmation of a populist way of doing hunting policy to attract the favor of hunters. Arci Caccia's position was clear since 2015 year in which, with the complacency of many, a convoluted regulation was approved which only penalized wild boar hunters and which introduced the legitimacy of regulation No. 5, we were against it then and we are against it today. The fatal blow to wild boar hunting to which Federcaccia, Enalcaccia and Libera Caccia refer was launched with the modification of regulation 34 and by those who supported this modification.
Responsibility should not be sought in the work of the ATC, but in the absence of the Region in responding to the requests made by all hunting associations, on coverage of boar damage for the year 2020, the year in which, due to the pandemic, the teams were unable to carry out wild boar hunting on a regular basis, not by their own will but for the reasons we all know. It should be noted that last year the ATC Perugia asked the Umbria Region to deal with the shortfall in funds for the damages, with its own funds, the same Region has prohibited ATC from using them, clarifying that the missing resources must derive from the application of the regional regulation and that a different use of the resources can be hypothesized only and exclusively after modification of the current regulation. It is clear that someone is afraid to disturb the driver, therefore he takes it out on the ATCs Perugia 1 and Terni 3, rather than those who have not yet responded to the legitimate requests of the Hunting Associations.
The deficiencies of the Region in recent months cannot be discharged either on the hunters or on the ATC as some members of the majority are doing. This is not the way to deal with the problem that arises from a halted and twisted regulation on which no present and past regional administration has made itself available for a change. At this point, the Umbria Region will also have to clarify whether, with the approval of the regulation of the selection hunting for ungulates, the regional regulation No. 5 of 2010 will also be applied to selecontrollers wild boar species, given that the regulation provides that all operators enrolled in the district, in the event of failure to achieve the slaughter plan, will be required to pay the sums necessary for compensation for any damage caused by the failure to implement the plan itself.
Until the Umbria Region will not clarify whether it intends to pay compensation to farmers with additional resources by derogating from the application of the regional regulation. and our volunteer guards to suspend all wild boar control activities.
