With the law 157/92 we start talking about land management and the hunter-territory relationship not to restrict hunting boundaries but to encourage hunters to work for hunting wildlife management. Even in Umbria they had to manage better, now it cannot be postponed. If they are not hunters together with the agricultural world, surely only farmers will do it and it will be the end of democratic, social and participatory hunting. We have a national law that certainly in some points, after twenty years, needs some improvements but let us remember that it allows everyone access to private property and the fauna unavailable patrimony of the State. Wanted equals in the world. The animal rights front, together with the game merchants, is precisely on the two points mentioned above that build the end of the hunt for pensioners, workers, the most popular classes. We hope that the regional "reform" will help consolidate social hunting and widen the comparison with hunters. We will have to be “sober”, not to cause an increase in costs or seats, to make the best use of the existing structures also trying to understand what the Provinces will be. In the balance sheets of the ATC, the items that most "weigh" are the compensation for damages, the so of the offices and the money spent on a management that does not give "fruits". Reducing the size and empowering hunters so that they know better the work and acts of the Management Committees will be a fundamental factor for improvement. For Arci Caccia, the renewal of the Management Committees must be the starting point for a new phase of "hunting management" in Umbria (a Region that is preparing to increase the current number of ATCs).
The proposals of the Arci Caccia are:
For the Spending Review.
- Identify for the three ATCs of Umbria the ways to carry out tenders for the supply of goods and services at the regional level.
- Progressive decrease in the remuneration of the Presidents. Acknowledge the reimbursement of documented expenses to the President and the Vice President.
- Identify the offices for ATCs at the Local Authorities in order to reduce costs.
For Transparency
- Publish the resolutions of the President's Office and the Council on their respective websites.
For the management of the "Programmed Hunt".
Identify a new strategy, such as integrated land management by implementing a management of all species in order to make the most of resources.
We need to agree with the farms and farmers the actions according to their plans; consequently it is proposed to:
- Diversify the interventions with the creation not only of Restocking and Capture Areas but also Refuge Areas or buffer zones or only small breeding and acclimatization structures managed directly by farmers.
- Create "management districts" for small game.
- Areas "suitable" for the production of hares, pheasants and "experiment" the gray partridge.
- Introduce "natural populations" within the areas of respect and control of "predators" and wild boar. Review of the RTA network.
- Encourage farmers to produce game.
- Concentrate resources in specific areas for the creation of cultures suitable for the maintenance of environments suitable for the sustenance of the fauna.
- Control of opportunistic species
- Enhancement of the hunting of corvids.
- Monitoring and census of wild species.
- Experiment with a project for the reintroduction of the Red Partridge, establishing the conditions for reproduction.
- Establish nesting, shelter and feeding islands in the corners or edges of the woods.
- Encourage the presence of disposable crops within the “Wild boar hunting districts” and the “Cervidae and bovidae hunting districts” in relation to the wooded area and the available arable area.
Wild boar: "management" and "hunting".
Managing the wild boar is not as simple as experienced, due to the particular adaptability of the species and its prolificacy. This is why it is no longer necessary to “face the extraordinary” but a “long-term management”.
To achieve this goal, it is proposed:
- Censuses
- Extraordinary measures for containment until reaching the stability density.
- Rebuild the relationship between wild boar teams and ATCs.
- Involve all interested hunters, even if not registered in the teams, in the "white areas".
- Supervise and intervene also on public and private institutions where the wild boar population has reached unbearable limits for the environment.
- Establish a permanent commission on ungulates with qualified technicians.
Wildlife damage.
The damage to agricultural crops is at a point of emergency despite all the interventions put in place by hunters and ATCs. We need a long-term plan that provides for a reduction of the wild boar and at the same time brings it back to its natural habitat. However, it is important to specify that one thing is "hunting and the hunting calendar", another is "containment of the species" and the prevention of damage to agriculture; for this reason it is necessary to regulate the containment interventions that take place during the closed hunting period so that farmers can take advantage of a service that hunters are able to guarantee throughout the territory with the following purposes:
- Making the control of damage to agricultural crops more effective with the creation of a "Register of hunters" managed directly by the Territorial Areas, according to the requests from farmers.
- Implement the "prevention" and, in the case of refusal by the farmer, the regulation must provide for the non-payment of the damage.
Restocking and Capture Zone Management
- Establish Management Committees with all the recognized Associations present in the Municipalities where the Zone "insists".
- Apply scientific methods with evaluation of the results on population trends.
- Census at least twice a year.
Experimental projects.
It will be necessary to study an experimental management form that knows how to combine the hunting world with the environmental world, therefore it is proposed to open the doors of the ZRC by also making them available to citizens who are not hunters, equipping bird-watching paths, with sighting points that allow everyone to enjoy an environment rich in biodiversity.
Enhancement of meat.
The enhancement of game meat is certainly a decisive step in management, especially for the species that today cause the greatest damage to agriculture, therefore check immediately with the network of farmhouses the possibility of promoting game-based dishes (wild boar in primis) coming from containment interventions as well as working to activate the short meat chain.
Interaction with the agricultural world.
Activate projects capable of attracting the funds provided for by the RDP to agriculture for the “Natura 2000 network”.
It is time for clarity, for this reason we invite all hunters to ask their associations for their position on the issue of ATC renewals.
