The Regional President of Arci Caccia Veneto Piergiorgio Fassini, wrote to the Region regarding the implementation of national and regional provisions on the subject of contrast and containment of the diffusion of COVID-19 virus in the regional territory (Decree-Law 17 Mar 2020, n.18, DDPCM 8 Mar, 9 Mar, 11 Mar, 22 Mar and 1 Apr 2020 and Ordinance of the President of the Regional Council n.33 of 20 Mar 2020), in particular with regard to the return of hunting cards for the 2019-2020 season - 2020/21 Hunting Calendar.
The drama and the health and social emergency that is now rampant not only in our country but throughout the world has highlighted the fragility of all our daily certainties. This obliged this spect. Direction to issue gods DDR which are certainly acceptable both from a technical point of view and for the protection of people andrural economy. Of course, sooner or later - we hope more sooner rather than later - this emergency will end and we will have to be ready to start over. As managers of hunting associations, we believe it is right to bring to your attention from now on some proposals with the purpose, which we hope shared, to make life easier for each of us, daily engaged in the search for the simplification of procedures and in the streamlining of bureaucracy:
• Hunting Calendar 2020/21: the adoption of the hunting calendar approved last year is proposed again; this will make it possible to streamline the work of the Offices which will then be able to devote themselves to other practices and should protect us from possible appeals.
• Venator cardsi: in an emergency for 2020 it is believed that the safest and most functional solution from the health point of view is to expect only one contact for the return of the 2019 card and the withdrawal of the one for the 2020/2021 hunting season. It should be noted that a similar solution has already been adopted by law also by other Regions.
• ATC / CA assemblies: as for the hunting cards, it is proposed to make the meeting approving the 2019 budget coincide with that of approving the 2021 budget.
• MyPay: considering the current situation, it is proposed to verify the possibility of postponing the start of the new procedure for the payment of the regional tax to enable the hunting exercise to 01.01.2021.
Finally, we would like to emphasize the expiry of the PFVR which, as of today, remains fixed at 31.12.2020. It is therefore evident the uncertainty that is rampant in the hunting world in the face of an expiry of the PFV in the hunting season
still open. Certainly the intent of the extension until that date was to approve the new PFV before 2020; however today, with the PFV not approved and with the imminence of the regional elections (it does not matter if in May or in the autumn), in our opinion, there remains the need to foresee as of now a new extension of the deadline of the PFV at least until the conclusion of the 2020/2021 hunting season. This would make it possible to approve the hunting calendar, guaranteeing greater safety for the entire sector of Venetian hunters.
