Osvaldo Veneziano has been confirmed national president of the Arci Caccia: these are the results of the vote expressed by the 120 delegates present, last weekend, at the Hotel Villa Ricci in Chianciano Terme (Siena). The congress meeting was characterized by a wide and articulated debate which saw the interventions of territorial representatives and exponents of the associative, institutional and national political world. During the congress, the following were also elected: the national council, the board of guarantors and the board of auditors. The management groups were completed with the election of Marco Ciarafoni as president of the national council, the national vice-presidents Massimo Logi, Sergio Sorrentino and Mauro Vaccamorta and the treasurer Giuseppe De Bartolomeo.
The national executive is made up of Veneziano, Ciarafoni, Logi, Sorrentino and Vaccamorta while the Council of regional presidents will assume a central role in the direction of the association. There are four guidelines on which the commitment of Arci Caccia will be measured in the next four years. The first is the constitution of the “Fauna Committee, a common good” as the next phase of the appeal launched by Arcicaccia and Legambiente which, among others, was met and appreciated by the Cia, Coldiretti, Federparchi and Arci. It is on goods that must be unavailable to the pure logic of the market and profits that the idea of a national community and a sense of belonging to the State are strengthened. Fauna is one of these because it evokes the beauty of the landscape, the vitality of our countryside, the strength and good governance of the territory that cannot ignore the need to put a stop to the devastation and speculative consumption of the soil.
The fauna is the heritage of the community and as such should be respected and protected. It has not always happened so much that for years our country has been the subject of infringement proceedings by the European Union due to the lack of or clever application of EU directives in our legislative system. The second guideline is a new and more advanced pact between hunting and agriculture that recognizes roles and resources for the quality and multifunctional agricultural enterprise in terms of wildlife management and environmental conservation.
In this regard, Arcicaccia will put forward a series of proposals to the new parliament that will have to materialize in a bill to intervene on tax issues in order to correctly reshape the taxes connected with hunting in order to allocate resources for the management of the activity. hunting directly on the territories as well as promoting voluntary activity, prevention and compensation for damage caused by wildlife, on the legal nature of the ATCs and CAs to enhance their management action and put them online, on Ispra to enhance their mission scientific technician in the control of the Presidency of the Council of Ministers.
Our country has in its legal system a law that is rightly considered to be among the most advanced in the world panorama and which would need a more coherent regional implementation; a law that on the basis of a phase of in-depth analysis and consultation should be updated, clearing the field of ambitions and propaganda, to further enhance the relationship between responsible hunting and land management, between quality and multifunctional agricultural enterprises and supplementary income , between wildlife conservation and scientific research, between national interest and territorial commitment.
The third guideline is linked to the need for hunting associations and the hunting system more generally, recognizing limits and errors, to open a phase of programmatic, cultural and unity re-elaboration. We need shared projects and then common services and activities, at all levels. The unit starts from the enhancement of the territorial management tools: Atc and Ca in the lead.
The fourth guideline concerns the associative model. The new statute approved by way of building an organizational structure of the Arcicaccia aimed at ensuring maximum internal democracy, transparency and participation of members. The new organization of the Association provides for a strengthening of the role of the Regional Committees by virtue of the increasing powers and autonomy that the past constitutional reforms have attributed to the Regions.
