The "All is well, madam the marquise" has its origins in an old French song that tells of a servant who tries to reassure a marquise on the phone, while telling her that her palace has burnt down following her husband's suicide . Is everything okay? No I wouldn't say really. I am writing, inspired by a song, of the ATC of Rome with undeniable pain since Arci Caccia was undoubtedly its founder, motivator and largely creator. I am not afraid of denial, not even by all those who will attack me because I sign with the name of the association I preside over, just to be original.
The Arci Caccia in fact worked for years together with the province of Rome and the then councilor Lo Fazio to start these two vital organisms both for the complete application of the 157 and for the hopefully prudent and efficient management of the hunting management in the territory. Hopefully prudent I wrote, here this is the crux. One year after its birth, both the ATC RM1 and the ATC RM2 prove to be heavily troubled from an operational point of view, to be honest, in particular the ATC RM2 in fact, from the point of view of operations, is not received . The governance of the Area seems more interested in honorary titles than internal efficiency, with a stalemate on all fronts, written this in July two months before the start of the hunting season, it takes on a particular significance in terms of expectations .
I would also like to point out that, moreover, the concept of transparency in the management of taxpaying citizens' money should make us reflect on the need to always be in a glass pyramid, allowing everyone to be able to see in real time, resolutions, tenders, appointments and financo the minutes of the internal governance bodies with the relative attachments. In fact, in compliance with the rules on transparency, I do not believe that a territorial hunting area has the need and the right to keep something secret, even if it were a government intelligence agency. In short, in the face of a 600% increase in taxes (absolutely legitimate in the case of the majority of Italian ATCs) I do not think there will be an appreciable and proportional increase in managed resources and general efficiency, but it does not seem to me that there is even an increase in skills in the field, often relegating the bodies to cauldrons of workshop interests and alleged powers.
If for the umpteenth time the sense of participating in management begins and ends with the pride of simply being members of an ATC possibly ramshackle and inactive, better to literally stay out of it. In fact, no presence of the Arci Caccia in the management committee of RM1 and recently the member proposed for the ATC RM2 resigned, incidentally complaining of the lack of transparency both in communications and in internal decisions with very serious damage to the external image .
There will be total involvement and participation on the part of the Arci Caccia di Roma only on the day that the ATCs decide they are kind enough to equip themselves with a structure capable of governing the territory with professionalism and competence in respect of all members regardless of the associations of representation that as such must only provide the maximum of operational energies out of the usual parlors of personal interests or as the much-mentioned “Marchesa” used to say. For the moment we limit ourselves to taking note of things and checking what transpires painfully from the "secret rooms".
