To the presidents
of the Territorial Areas of Hunting
and the Alpine Districts
Subject: Government ministers against the management of social and programmed hunting provided for by law 157/92 (Rules for the protection of homeothermic wildlife and for hunting).
Dear President,
to use a colorful but effective expression we could say that by now the veils have been "torn apart" on the real contents that the reform of the law could have, After the unsuccessful intentions of amendments to the law (culturally involutionary) promised instrumentally and demagogically, by associations and politicians , however, more attentive to their "survival" than to the common good and to the general interests including those of hunters, we have now arrived at the point.
Filed the "Community" law and consequently its rules on hunting policy and waiting to understand how the numerous and inevitable appeals will end, the attack has moved to the heart of the social management and the work that many of you have carried out with the aim of contributing to the good governance of the territory in the interest of the country.
The Government, in the person of the Minister of Tourism Brambilla (but to whom the responsibilities of the Ministry of Agriculture, the Environment and the Interior seem to have also been delegated), has decided that hunting in Italy must survive exclusively in the "Reserves", however, a term used in the 1942 Consolidated Law and no longer current. the law has changed the purpose and substance for the Fauna Farms allowing them to contribute to a better fauna and environmental quality.
Is it possible to win this challenge against the consumerist, speculative, undemocratic hunt, proposed by the Minister, extraneous to the tradition of those who love and defend our territories?
In our opinion, yes, the conditions exist to defeat the crusade, the "mother" of all battles as well as the Minister is organizing it to criminalize Italian hunting (even if Brambilla herself has never opposed the agencies that organize hunting tourism at abroad).
Surely they will no longer be able to make use of those ladies who once were at the disposal of "body and soul" of hunting extremists: those parliamentarians who made amazing proposals only to get the votes of the "Hunters Party", seem extinct. Perhaps they have chosen "san frattamo" as their patron saint.
In any case, they could propose a motion in Parliament to discourage the Minister or, more effectively, set up an autonomous parliamentary group and influence the majority. They have always claimed to have the numbers, prove it!
The real problem is how to recover much of the hunting associations that sold "fireflies for lanterns" to talk to each other, who lived off the "hunt for cards" with misleading advertisements and which today is powerless and on the margins of society and no longer knows how to talk to Italians.
The strength of the future is you, the joint work done on the territory, the energies and resources you have put into protecting, safeguarding the environment, and protecting wildlife: the heritage of all citizens. Without forgetting that you have also spent your time in protecting agricultural crops affected by the damage, even substantial, that some surplus species produce to an agriculture that is already in difficulty.
The work of many of you is an example that I hope will be followed by all others.
Thanks also to your work, in fact, wonderful places have been preserved and protected: real natural monuments of which all of Italy must be proud. These are the concrete arguments that can give us credit in the public opinion. You are, and increasingly you must be, the architects of that rich and vital countryside which represents an ideal place of residence for local communities and an opportunity for tranquility and rest for citizens fleeing the chaotic metropolitan realities.
Where the Minister divides, you can unite.
It is your institutional right and duty to represent these values with strength and pride, as a unit for the plurality of stakeholders who meet in the Management Committees. You have the opportunity to give back to the hunting associations, which believe in you, a concrete reason to speak to the country.
Against the attempts of a government and a minister who only want to impose their own decisions, we hope that a capillary mobilization will be promoted in the municipalities, provinces and regions; a common initiative that takes the form of a convocation of the Committees, of the Assemblies to explain against whom the Minister, "new commander" of the Italian animal rights activists, wants to demonstrate on November 9th.
If Rome manifests the environmentalism of a "palace", superficial and facade, sponsored by the mass media, often public, we turn our attention to ordinary citizens interested in the real problems of the country. to those who "get their boots dirty", to farmers, to non-fundamentalist ecologists, to pensioners, to the labor force. We speak the language of truth, of the balance of the law that we defend in its integral scientific application, as those same environmentalists, today unfortunately silent, asked at the time. Let's talk to those who live and know what ATC and CA are doing.
You are the best interpreters of a reality made up of municipalities, farms and woods to build the new "story of the hunt".
We are ready to support you, without party flags but under those of the ATC and CA numbers and the extraordinary results produced in recent years.
Your message will be sensitive to the many wildlife technicians, park managers who have denounced numerous problems such as the surplus of some species and the wildlife companies that are aware of the importance of widespread social hunting to safeguard their own economy.
We know the difficulties and territorial divisions: fully assuming the dignity and importance of your role can make the difference to solve today's local problems and give a future to social management.
It is you who want the good of Italy because it is thanks to you that we can live and appreciate nature. We are building a new unity of purpose to govern well the spaces for hunting and those for integral protection.
How many of the Roman "caste" will want to ignore you, they will fail!
