"The principles of the national framework law on hunting, 157/92, state that the rights of nationally recognized hunting associations cannot in any way be disregarded by a local decree". The Regional President of Veneto and National Vice President of ARCI Caccia Giuliano Ezzelini Storti begins with these words to communicate that the association will lodge an Extraordinary Appeal to the Head of State in the next few days with the exception of unconstitutionality and request for precautionary suspension in the appointment of the hunting members of the ATC 5 of Venice. The subject of the debate was an alleged violation of the law which saw a hunting association not recognized at national level be represented within the committee of a hunting area. In fact, to assign to a regional hunting association a recognition not foreseen by the national legislation, despite beingsdo not have regional regulations, they infringe on the rights of all other nationally recognized associations and it is precisely for this reason that it was deemed necessary to contact those who administer justice in our country.
Action taken at the dawn of a new Veneto Regional Wildlife Plan which should also be approved on these issues in the next few months and on which there is no desire to mediate, nor will to discuss. Ezzelini Storti himself continues, then, determined, as follows: “We moved after the expressions of the regional congress meeting and the national political body that confirmed our thesis. We have therefore given a mandate to the lawyers so that a complaint can be processed and filed in the next few days. It serves as a warning before the drafting of the new Regional Wildlife Plan! ”. ATC number 5 in Venice was chosen because it was the first useful appointment to give life to a recourse that has been awaited for years in Veneto and Italy: can a Regional association be present in a Management Committee?
Clear and concise Ezzelini Storti who, with the express purpose of fulfilling the mandates held by the Regional Congress and the National Council, will present in the coming days, together with the National President Sergio Sorrentino and the President of the Provincial Council of Venice ARCI Caccia Piergiorgio Fassini, an appeal to the Head of State, pleading the 'constitutional illegitimacy with respect to the decree of the mayor of the Metropolitan City of Venice who appointed a representative of a hunting association not recognized nationally (Associazione Cacciatori Veneti) within the steering committee of the ATC lagoon valley of Venice. ARCI Caccia, therefore, in a political context such as the current one, where most of the time the ruling class thinks first of its own good rather than the collective one, intent on enhancing the will and rights of its members. This is why its executives have decided that they will wage a legal battle wherever the requirements of the law will fail and the true needs of hunting and hunters will not be taken into account.
Article 14 paragraph 10 of 157/92 in the planned management of hunting, speaks only of RECOGNIZED National Hunting Associations, I do not understand how it can be part of the ACV management committees, which is only a regional association, IT DOESN'T SEEM TO ME THAT A LAW REGIONAL MAY PREPARE A LAW OF THE STATE.
Confavi, of which ACV is a member, DID NOT OBTAIN RECOGNITION AS A NATIONAL VENATORY ASSOCIATION FROM THE CONSTITUTIONAL COURT, ALTHOUGH IT HAD SERGIO BERLATO AS GRAY EMINENCE.
