Morroni's words
With regard to the controversies raised in recent days by some regional councilors regarding the pre-opening of hunting activities on Saturday 2 September, the vice-president of the Umbria region and councilor for hunting, Roberto Morroni, considers it necessary to clarify the following:
“The web app was monitored from 6.15am on 2 September until the end of the pre-opening day without any errors or inefficiencies being found, contrary to what was stated by the councilors mentioned above. In particular, all the expected alerts were regularly displayed and there was no blocking of the game bag count.

Furthermore, no reports of disservices or malfunctions have been received by the Puntozero helpdesk which created the web app. On Saturday 2nd, 8 phone calls were received regarding requests for support in the login procedure and complaints about the possibility of entering sampling data before the start of the hunting day scheduled for 6,15 am. The blocking of insertions, in the phase preceding the start time of the pre-opening activity, has been foreseen, starting from this year, to avoid fictitious insertions of demolitions outside the scheduled times. As regards the question of the derogation for the starling, collared dove and pigeon species, as has been reiterated several times, the derogatory taking under the hunting regime of non-huntable species, such as the starling, the collared dove and the pigeon city is permitted by current legislation, as regards agricultural production, exclusively in the event of significant damage.
Columbidae and hunting calendar
It is worth remembering, in the case of Columbidae (collared dove and city pigeon), that in the last five years an average damage to agricultural production amounting to €2.650 per year has been ascertained in the entire regional territory, while for the starling the damage annual average was €13.500 which corresponds respectively to 0,3% and 1,4% of the total amount of damage caused by wildlife in the Umbria region. The small damage reported does not therefore justify the inclusion of the species in question in the Hunting Calendar. The matter can be reconsidered only if damage to a much more significant extent is found. However, the competent regional department still took action and managed to acquire all the necessary authorizations to allow the collection of the city pigeon and the transfer under a controlled regime. The Regional Council has always moved within the framework of current legislation by adopting solid hunting calendars capable of withstanding any appeals as the experience of last year also demonstrated. Furthermore, I would like to remind the regional councilors involved in the controversies of recent days that, pursuant to the National Management Plan for the Wild Dove, the game bag must be calculated on the basis of sampling data and not by referring to censuses.

In addition, it is worth underlining, once again, that the use of the web app is a method that allows pre-opening to be carried out while being consistent with the provisions of the National Management Plan and the presence of network coverage is to be considered an indispensable element for the pre-opening exercise in question, as only the use of the web app guarantees that the animals killed are recorded in real time without exceeding the game bag limits established in compliance with the national wild dove management plan. The digital hunting card will gradually replace the paper one and will allow data to be entered even in areas without a signal, with the understanding that the data entered will then be loaded into the card only in the presence of a signal. Therefore, given the considerations set out above, the digital hunting card cannot replace the web app for counting wild dove game bags on pre-opening days. Finally, I would like to point out to the three regional councilors that the decisions taken by the regional council regarding pre-opening, as well as the hunting calendar, were discussed and defined with the unanimous consensus of the hunting associations" (source: Umbria Region).
