Hunt: the Hon. Sergio Berlato replies to the declarations of the animal rights MEP Andrea Zanoni on the question of fowling and live calls for hunting purposes.
Humanly understandable the attempt of the Hon. Andrea Zanoni to gain some media exposure by continuing to ride his stale battle against hunters. However, his attempt to misuse information to achieve his goal is not justifiable. It should be clarified that in Italy, fowling (the capture of birds with nets followed by the killing of the animal) has been completely abolished for more than forty years. In Italy, the capture of an extremely limited and predetermined contingent of birds belonging to seven wild bird species is strictly regulated by state law 157/92 implementing Directive 2009/147 / EC. The Italian regions, in implementation of state law 157/92, authorize the provinces to capture a limited number of birds to be sold exclusively for the purpose of recall for hunting from stalking. This activity can only be carried out by capture plants managed by the provinces through authorized personnel and assessed as suitable by the Higher Institute for Environmental Protection and Research (ISPRA), an Institute that authorizes in advance both the maximum number of usable capture plants and the number maximum number of birds that can be captured, divided for each individual species.
The Veneto Region, as well as the other Italian regions, does nothing but legitimately implement a state law (lsn157 / 92) which transposes a specific Community Directive (2009/147 / EC). Hon. Andrea Zanoni, perhaps seized by an election campaign frenzy, is free to hold all the conferences he wants to publicize his various questions that he has presented to the European Commission against hunting in Italy. We hope that in the course of his electoral conferences the Hon. Andrea Zanoni explain to the defendants what effects his questions have caused, in addition to earning some articles in some newspapers.
What is certain is that Zanoni was unable to modify Directive 2009/147 / EC, failed to modify ls 157/92, failed to modify ls 221/2002, failed to modify lr 24 / 2007. The only thing that has succeeded him is to frighten some members of the Giunta and the Regional Council of Veneto with his threats who, only at the idea of taking some risks to defend the hunters, have preferred to retreat and deprive the Veneto hunters of the possibility of taking advantage of a right, such as that of hunts in derogation, regulated by the state and regional regulations in force and explicitly provided for by the current Directive 2009/147 / EC.
