Article 9
UNA Foundation – Man, Nature, Environment – AB Agrivenatoria Biodiversitalia, in collaboration with the Observatory on crime in agriculture and on the agri-food system and, as part of their respective commitment to facilitating an exchange of projects between environmentalist, agricultural, hunting, scientific and academic realities, have started a discussion with the major experts on the topic of the reform of Article 9 of the Constitution, with the aim of discussing the place of animals, whose species must be governed and safeguarded by man, in the new formulation of the constitutional text. Following constitutional law n.1/2022, which amended articles 9 and 41 of the Constitution, environmental issues were included in the text of the Italian fundamental law, specifying that the Republic protects the environment, biodiversity and ecosystems in the interest of future generations, that state law regulates the ways and forms of animal protection and that private economic initiative cannot cause damage to health or the environment.
Environmental and faunal balances
These changes certainly go in the direction of strengthening environmental protection understood as a common good to be preserved, but which do not satisfy the need to place the discussion on the management of environmental and wildlife balances within a scientific perspective. The protection of biodiversity, in fact, requires concrete actions, in the awareness of how an alleged self-regulation of nature is unrealistic. In this context it is clear that a rigorously scientific and prejudice-free approach cannot be ignored. “The idea of virtuous management of the territory and the wildlife that populates it, according to scientific criteria, is one of the key values on which the Foundation's work is based” commented Maurizio Zipponi, President of Fondazione UNA. “The preservation of biodiversity and natural balances requires a rational approach from which it is not possible to deviate. It is in this context that hunting activity is placed, framing the figure of the modern hunter as a qualified, responsible person, in open contrast to the poacher and to any speciesist extremism that only creates damage in the ecosystem relationship between man, nature and animals" .
The goal of the conference
“The protection of our country's extraordinary biodiversity heritage necessarily involves a multidisciplinary approach that takes into account agricultural and forestry management, hunting activity, economic sustainability and careful and ever-increasing scientific research, but cannot ignore in-depth legal and regulatory". added Niccolò Sacchetti, President of AB-Agrivenatoria Biodiversitalia. “AB is proud to participate with the UNA Foundation and the Observatory against Agromafia in this opportunity to discuss the need to adopt an integrated approach in the management of balances in Nature”. The objective of the conference held in Rome, the first moment of exchange on the topic between the different worlds that found a common space for dialogue in the UNA Foundation, was to reflect on the importance of a reading of the constitutional text that recognizes the necessary role of human intervention in the protection of natural balances, according to scientifically proven criteria. In addition to the contributions of the academics, the debate was animated by the participation of the President of Coldiretti Ettore Prandini who, together with President Zipponi, discussed the topic with some parliamentarians from the competent House and Senate Commissions.
