It was approved by the Assembly on Bill no. 1676 bearing environmental provisions to promote measures of green economy and for the containment of the excessive use of natural resources, already approved by the Chamber of Deputies, but to which to return for the changes made.
The Bill, which is linked to the 2014 financial maneuver, is made up of 79 articles, divided into eleven chapters. In article 6 (provisions for limiting the dissemination of the boar in protected areas), previously set aside, the6.500 amendment (text 2) by the rapporteur, senator Stefano Vaccari, and the sub-amendment 6.550 (text 2) / 2 of sen. Massimo Caleo.
In summary, while for the transfers it is intended to create better conditions for the protection of agricultural crops, the text approved for wild boar prohibits its breeding and release for hunting, restocking and foraging purposes.
An exception to the prohibition of placing wild boar specimens is provided for the Hunting Faunistic Companies and for the AgriTuristico Hunting Companies adequately fenced.
However, the amendment originally presented by the rapporteur also provided for the possibility of entries for the dog training areas, eliminated in the final draft.
Frankly, we are perplexed by such a decision, since even the Zacs for wild boar dogs are, and could not be otherwise, adequately fenced and certainly kept in perfect working order by those who manage them, often small regularly authorized agricultural entrepreneurs of which one goes to strike a form of minority percentage economic income, but always important above all speaking of activities that take place in marginal rural areas and therefore largely unprofitable, in addition to mortifying once again and without any real need the hunting associations.
In fact, it is not clear how these Zacs are more risky for the purposes of a possible escape of wild boars with irradiation on the territory - wild which in this case are always extremely limited in number, being a few heads - from a similar enclosure of a Azienda AgriTuristico Venatoria, certainly by its very nature much more densely populated.
If the motivation, as it seems, stems from a manifest need for protection against dogs, perhaps imagined thrown into the midst of mobs of angry wild boars to select the most capable, in addition to not having in mind the functioning of these areas, the goal reached is certainly quite the opposite, since the wild boar dogs used by hunters are not trained to attack the suide, but to keep at a safe distance once found, so as not to suffer damage if the latter chooses to escape instead of fleeing. to react.
Also thanks to these enclosures, private or managed by them, the Hunting Associations are concerned and give way to prepare the dogs subsequently used for hunting in order to reduce the risks for their faithful friends as much as possible.
A training that certainly cannot take place in the hunting area and period, perhaps being faced with not subjects of a more controlled nature and size, such as those used in the fences, but much more aggressive wild ones that, in front of young or unprepared dogs, would cause avoidable damage. instead with good preparation.
We hope that the obvious and unjustified difference in treatment with similar structures, also considering the expressed economic considerations in favor of the agricultural enterprise in often disadvantaged areas and the aspect of training which has as its main purpose the protection of auxiliaries employed in this form of hunting activities and control of a species which Italian farmers and citizens suffer damage, push the legislator to remedy this unjustified decision.
