Hunt: the Hon. Basilio Catanoso on the proposed amendments to law 157/92 for the discipline of hunting, “Stop proposed amendments to law 157”.
"I learned of a series of meetings where, instead of restricting the possibilities of hunting, as dictated by the European Union, the aim is to expand them with a series of specifically prohibited methodologies": said the deputy of the PDL, Basilio Catanoso, member of the Agriculture Commission. “The one prepared by the Ministry of Agriculture is a dangerous and inappropriate text, which does not represent a reform of the legislation on the protection of fauna and hunting regulations, but rather tends to expand the times and methods of hunting. I asked the Ministers of Agriculture and the Environment to stop it ”.
With this aim, the deputy of the PDL Basilio Catanoso presented a question on the proposal to revise the law n.157 / 92 "Rules for the protection of homeothermic wildlife and for hunting" which, unexpectedly, the MIPAAF sent to the Conference of Regions and whose examination is imminent. "Despite the dramatic absence of active application of the priority purposes of Law 157/92, that is the protection and conservation of wild species that are unavailable assets of the State and that are now seriously threatened by the fragmentation of habitats, pollution, consumption of territory, the new text authorizes hunting in the snow, hunting ungulates also in protection oases and parks under the pretext of selective collection, and allows more time and more space for shooting. Moreover, the possibility of killing the 19 bird species that at European level are considered to be in an unfavorable state of conservation remains unchanged and the forecast of hunting during the phases of migration, nesting, dependence of the chicks is also unchanged, in total violation. of directive 147/2009 - formerly 79/409 - on the conservation of wild birds, and in total disregard of the scientific assessments widely explained in the "" Guide for the drafting of hunting calendars pursuant to law no. 157/92, as amended by the Community law 2009, art. 42? already developed three years ago by IPSRA and also aimed at all regions ”.
"I hope" - concludes the Hon. Catanoso “that this proposal is stopped as soon as possible. Perhaps it is worth remembering that Italy is a “special watcher” of Europe: not only in relation to the final phase of the infringement procedure no. 2131/2006 - where an effective and complete response by the State is still awaited to the repeated bad application of the Italian Regions that have abused the levy in derogation of protected species, and on which the second sentence of the European Court of Justice and the related sanction is imminent - but also for the possibility that it still offers to shoot - for mere "fun" - at species whose wild populations are recognized in crisis both nationally and internationally ".
