A problem that cannot be solved
“The problem is age-old, putting the question of reimbursements commensurate with the damages at the center”. In Orsara the farmers questioned themselves on the CAP, between critical issues and new opportunities. “The Monti Dauni with Lucera are an area of extraordinary potential that is still unexpressed”. The new Community Agricultural Policy, which will be in force from 2023 to 2027, is a reality that even the farmers of the Monti Dauni will have to deal with, between critical issues, things to change in the running and opportunities. This was discussed in Orsara di Puglia, thanks to the meeting promoted by CIA Agricoltori Italiani Capitanata. A real focus to enter into the merits of the National Strategic Plan (PSN), the general rules of application of the CAP which will remain in force until 31 December 2027. The meeting was attended by the president of CIA Capitanata, Angelo Miano, the director Nicola Cantatore, the municipal managers of Orsara, Ascoli Satriano, Candela and Rocchetta Sant'Antonio.
CAP reform
The new Pac contribution is quite complex and for this reason the association intends to discuss with the members to identify the best opportunities to seize. One of the novelties of the CAP reform is the set of rules on crop rotation on arable land. Under the new rules, this rotation should take place annually, but farmers believe that the most appropriate time frame is every two years. Another topic of discussion was the continued harm done by wild animals. For CIA, extraordinary measures are urgently needed that concern both road safety and that of crops. It is no longer possible to justify the inertia of the institutions which fail to remedy the proliferation of wild boars which cause enormous damage to the agricultural economy. "We believe that law 157 of 1992 should be changed", Angelo Miano reiterated, "since it is necessary to provide for full compensation commensurate with the damage received, not a generic and partial compensation".
The hunting law
In this regard, CIA Capitanata calls the new government into question. "On the issue of wild boar and wildlife, the new government can immediately mark a change of pace through an inter-ministerial action involving the ministries of Agriculture, Environment and Health and amend law 157 of 1992". On the sidelines of the meeting, the internal reorganization of the association in the Monti Dauni area was discussed. With 30 municipalities, the Foggiano area which acts as a hinge and borderline with the nearby regions of Molise, Campania and Basilicata is one of the richest in biodiversity, with significant forest areas and mountain and hill agriculture capable of producing excellence important. “Monti Dauni and Lucera, which is the gateway to this extraordinary area from an environmental and landscape point of view, deserve greater attention and commitment on the part of everyone, because they are characterized by a 'green' development potential not yet fully expressed” (source: CIA Puglia).
