“Finally, at a national level, the priorities that concern the territories and local realities such as our province have been put on the table, in which the agricultural sector and its supply chains must face and resolve important and decisive challenges for their future”. This is the comment of the provincial president of Hi Savona Sandro Gagliolo who, together with the general manager Gianluigi Nario, took part as a delegate in the National Assembly of the Italian Confederation of Farmers.
The needs of the agricultural sector
“The proposals highlighted on issues such as internal areas, water and water supply, as well as the wild boar and wildlife emergency are directly linked to the needs expressed by our association for the agricultural sector,” Gagliolo further specified. In the programmatic document illustrated by Cia, at least five actions are necessary to address the ongoing climate changes and the consequences of bad weather: prioritize safety interventions in the areas at highest natural risk; define and immediately launch a new Plan for the growth of large reservoirs to be considered integrated, and not alternatives, to small reservoirs; accelerate the reuse of wastewater and purified water, encouraging investments and infrastructure necessary for agricultural reuse; finally approve a law against agricultural land consumption; incentivize land maintenance functions carried out by farmers through a defined regulatory framework.
A unique strategy
And for internal areas, Cia has noted that investing in rural areas is an economic and social emergency, which requires a unique strategy: internal areas need first of all the strengthening and modernization of the material and immaterial infrastructure system (roads, schools, health facilities, digitalization, places of culture) with policies to support habitability. Therefore, tax relief measures on the ZES model; recognition of family farming with specific rules; easier access to credit to trigger generational turnover; enhancement of local production and consolidation of ties with tourism.
Numerical control plans
As for the wild boar and wildlife emergency: create a uniform system for the census of invasive species, mapping the most affected areas, and develop numerical control plans to reduce the density of wild animals where necessary. Furthermore, we must move from compensation to compensation for agricultural companies, including both direct and indirect damages, and overcome the de minimis regime. According to Cia, it is also necessary to strengthen farmers' self-defense and build a coordination table between the Ministries of Agriculture and the Environment, regional bodies, and trade associations (source: CIA Savona).
