Protect biodiversity and productive activities in the area through the tools contained in the Regional Agricultural and Forest Plan (Praf) approved by the Tuscany Region. The agreement between Coldiretti Toscana and Federcaccia Toscana was signed this morning in Florence which establishes the strengthening of the relationship between the world of agriculture and the world of hunting, two worlds "erroneously always juxtaposed - underlined Tulio Marcelli, President of Coldiretti Toscana and Moreno Perriccioli, President of Federcaccia Toscana during the signing - and who strongly want to collaborate to create a new model for governing fauna and the environment while safeguarding agricultural activities.
“Hunting - they emphasized - is an important piece of rural culture. Where there is an uncontrolled density of ungulates, biodiversity disappears ". And it is precisely the protection of biodiversity together with the protection of agricultural and forestry production activities that inspire the agreement signed this morning in Florence by the two associations: "purposes for which various conditions are essential - they explained - including full compliance of the criteria and guidelines of the Praf in each Province, the effective implementation of management throughout the territory including areas that are prohibited from hunting, the coherent performance by the ATC of the role and competences entrusted to them also by virtue of the renewal phase of its members ".
In essence Coldiretti and Federcaccia are preparing to exert “strong pressure on the provincial administrations who are obliged, as required by the Praf, to activate the necessary actions, within 48 hours of reporting, for the prevention and containment of damage to crops even with actions in areas that are prohibited from hunting using qualified hunters and emergency response teams ".
In the platform signed by Coldiretti and Federcaccia, words of appreciation were spent on the contents of the Praf to the elaboration of which the two associations have strongly contributed, underlining however also "the commitment to push on the accelerator to give immediate responses to critical situations due to damage to agriculture by ungulates and to work immediately so that the competent bodies (Provinces and Atc) develop mechanisms that make it possible to organize, according to the methods and times established by the Law and the Praf, the intervention of teams and authorized hunters ".
Rejected, but the "logic of compensation for damage suffered" is not new: a "losing" logic - according to the two associations - and a waste of resources that could be used, once the density has been brought back to sustainable levels, for the management of the territory ".
The other fundamental point of the agreement revolves around the reform of the national hunting law, a useful and no longer postponable path to give even more strength and effectiveness to the instruments of Praf. The process of common sharing between Coldiretti Toscana and Federcaccia Toscana foresees in fact the activation of an innovative path to arrive at the elaboration of a reform text of 157/92, the national hunting law which is now twenty years old; a text considered obsolete and no longer capable of reading and interpreting the territory in the light of the ungulate emergency and the specificities of the individual areas.
The objective of Coldiretti Toscana and Federcaccia is “to seek the widest convergences between all the social components available, to be submitted to the political forces and regional institutions of Tuscany with the request to promote agreements with other Regions to arrive at the presentation, with the signing of five Regional Councils, to the Parliament ”. The reform proposal must also be the fruit of "common sense and pragmatism".
Finally, the concession fees chapter: Coldiretti and Federcaccia ask for a refund of 50% of the proceeds from the concession fees provided for by the 2001 financial law but never maintained by the Governments that have followed. Resources that - about 8 million euros per year from 2005 to today - which could be used for hunting wildlife management and which are instead missing from the coffers of the Tuscany Region. It is on these bases and on these premises that Coldiretti and Federcaccia intend - concluded Marcelli and Perriccioli - to proceed, working immediately on the issues already addressed in this document and committing their governing bodies to extend and deepen subjects and perspectives of common initiatives ".
