A very well attended meeting
On Saturday 17 February, a meeting on the live calls which saw a great participation testifying to the importance of the topic discussed and how the culture of migration is rooted in the Lombardy territory: a sign of a story that tells the passion and importance of this tradition and how it still wants to be the protagonist fundamental for a garrison to safeguard the territory. The ANUU wanted to put a firm point on the current situation, especially in light of the latest changes to the regional law, with reference to the rings to be affixed to live warnings, to the European legislation with respect to the latest rulings of the Council of State and to the proposed changes to the national law regulating hunting activity.
Hunters and territory
The welcome was given by the Mayor of Concesio, Agostino Damiolini, who underlined the close relationship between administration, hunters and territory, recalling the fundamental contribution that hunters make to the environment. The regional councilors, Pietro Macconi and Floriano Massardi then spoke, illustrating the latest regional changes, from the database to the rings, up to the impact assessments for fixed stakeouts and the difficulty of implementing these changes. Eight months after their approval, once the obstacle of the appeal has been overcome, the practical results are minimal: the hope and commitment is to pressure the regional offices to speed up the proceedings, in order to deliver the rings before the opening of the hunting season. Underlined in various passages and of fundamental importance is the sending by the Lombardy Region, within the legal deadline of 30 April, of the request to Ispra for the derogatory withdrawal, both for the protection of agricultural crops and for uses and traditions of the territory, but above all for the activation of capture systems for the purpose of replenishing live decoys.
Small amounts
The speech of the Hon. Francesco Bruzzone then fundamentally touched on two points: the ruling of the Council of State relating to the small quantity that Ispra must obligatorily supply, so that the Regions can finally apply what is foreseen for the exceptional withdrawal and for the capture of live decoys. A battle that lasted seven years, which in fact offers a fundamental tool for the application of the derogation, as happens in the rest of Europe. And precisely on the methods and timing with which the formal notice to the Italian State was communicated by the EU, relating to the wetlands-lead issue, with the information first communicated to some environmentalist associations and subsequently to the Government, it was an aspect that will have to be clarified in the next European legislature.
Proposed amendments
The second point addressed by Bruzzone is the proposed amendments to the national law regulating hunting: these concern the elimination of the exclusive form of hunting, the use of night vision goggles, the equalization of specialist qualifications for selective hunting throughout the national territory, the elimination of hunting silence days, up to the certainty of hunting calendars, with the possibility of legislating by law and with multi-year validity, as happens in almost all European countries. The technician Dario Buscema then illustrated the fundamental steps of amending the national law, underlining the legal aspects that characterize the proposal with the related prospects that derive from it. The meeting was closed by the ANUU National President, Marco Castellani, who listed the initiatives of the Control Room, a unitary path of the hunting associations with the final objective of reversing a negative situation that has dragged on for years, relaunching the importance of the figure of the hunter for the environment (source: ANUU).
