On Wednesday 3 February, the European Chemicals Agency (THROW) has published a new restriction proposal of the REACH Regulation, aimed at limiting the placing on the market e the use of lead in ammunition and fishing gear. As is well known, ECHA's proposal aims to achieve:
- ban on the sale and use of lead shot (with a transitional period of five years).
- ban on the use of lead in bullets and other ammunition (small caliber: five years; large caliber: transitional periods of 18 months from the end of the regulatory process).
As for the proposed restriction on the use of lead ammunition in wetlands, also in this case the process that will eventually lead from the proposal to its adoption in the individual States of the Union it will take some time and the final decision will not be made before 2023. Federcaccia has already taken action at European level with FACE and the other hunting associations of the member countries to coordinate in all respects - scientific, lobbying, institutional and political - to adequately follow the legislative process. Military and non-civilian uses of lead-containing ammunition, for example by the police, security and customs forces, are not included in the scope of the survey. Uses of lead ammunition indoors are also excluded.
The proposed restriction comes just one week after the publication on the restriction for the use of lead-containing ammunition in wetlands under REACH, which received the support of only 52% of the members of the European Parliament, with some opposition within the Council. The European Federation for Hunting and Conservation (FACE) is carefully evaluating these new proposals and will actively follow the decision-making process.
