ANIMALS DDL: TARICCO (PD), HERE ARE AMENDMENTS TO EXTRACT RULES, INCLUDING ABSOLUTE PROHIBITION OF ACCESS TO FUNDS
“I presented amendments to the text of the bill of Senators Perilli and Maiorino on the animal protection, under discussion in the Justice Committee, signed by many other dem senators. While believing that that text deservedly pursues the aim of introducing more binding and more stringent references and stricter penalties for offenses against animals, especially if carried out with violence and cruelty, to counter illegal introductions and theft of animals and hateful behaviors such as abandonment and use for fighting and other practices and behaviors unfortunately not yet eradicated , we believe that some parts of it need to be changed. In particular, we believe that the proposed changes to articles 4 and 6, in the matter of hunting, fishing and aquaculture, should be removed from this provision and should be dealt with by the committees of merit ”.
Senator Mino Taricco, leader of the Democratic Party in the Agricultural Policy Commission, says so. “Even more in detail - continues Taricco - is proposed the excerpt of paragraph 2 of article 6 which concerns the problems connected to the fight against fish poaching in inland waters, given that this matter is the subject of a specific provision already dismissed by the Senate and currently being examined by the Chamber, or the replacement with a text consistent with the in-depth work done in the committees of merit. And then we ask for the removal of the reference and the repeal of Article 842 of the Civil Code, because it is unthinkable to actually introduce the overcoming of hunting in our legal system and to introduce an absolute ban on access to funds, going beyond the current regulatory framework, without an in-depth discussion on the merits and without involving the Agriculture and Environment Commissions in this study.
It is requested that the repeal of article 19-ter of the coordination and transitional provisions for the criminal code, referred to in Royal Decree No. 28 of 1931 May 601, in which rightly refers to a specific regulatory framework for sectors that need of precise rules such as those of hunting and fishing, breeding and slaughtering which are in any case widely regulated in our country and which in any case, if to be modified, must see the full involvement of the Agriculture and Environment Commissions. An important law but which must be stripped of rules that we believe to be wrong and that in any case deal with subjects that require further study and another place to be addressed ".
