ART. 1 Purpose - La Campania region - Provincial Territorial Service of Benevento - Hunting Office - regulates the hunting of wild boar in the areas of wildlife management - hunting, in order to obtain a balanced presence of the species and compatible with the ecological and agro-forestry characteristics of the territory. The objective to be pursued is the achievement of self-sufficient groups of wild boars, in equilibrium with the reference territories: in this the hunters gathered in teams are actively involved in order to correctly manage the species.
ART. 2 Hunted wild boar hunting days and occasional hunting
Wild boar hunting is allowed in the period indicated by hunting calendar, approved with the Regional Council Resolution n. 380 of 19 June 2018:
"Wild boar species (Sus scrofa) from 1 October 2018 to 31 December 2018, only in authorized hunts. Without prejudice to the maximum number of days, which for the 2018-2019 hunting season are equal to 30, the effective use of hunting days for wild boar species (Sus scrofa) is modulated as follows: Collectively in authorized teams hunting wild boar is allowed: OCTOBER Thursday-Saturday-Sunday 4-6-7-11-13-14-18-20-21-25-27 and 28 NOVEMBER Thursday-Sunday 1-4-8-11-15-18-22- 25 and 29 DECEMBER Thursday-Sunday 2-6-9-13-16-20-23-27 and 30 TOTAL DAYS 30
Occasional boar hunting. Wild boar hunting is allowed during the periods and days when collective killing is foreseen, exclusively outside the areas intended for driven hunts. In the areas specifically identified, subject to the wildlife-hunting management of the wild boar, it is therefore forbidden to hunt this species in forms and methods other than that on the hunt. In the event of occasional killing of wild boars, the hunter is required to comply with the health regulations provided for by the GR Decree n. 147 of 28.12.2012 interfacing with the competent veterinary service for the area and / or the Provincial Section of the Zooprophylactic Institute for the delivery of samples according to the procedures set out in the Health Monitoring Plan using the appropriate form attached to it.
ART. 3 Hunted wild boar hunting areas
The Campania Region - Provincial Territorial Service of Benevento - Hunting Office, identifies and delimits the areas to be used for wild boar hunting and their subsequent assignment to the teams that, having the requisites, request them.
ART. 4 provincial register of hunters authorized to hunt wild boar in pursuit
The register of wild boar hunters for the 2018-2019 hunting year is established at the Provincial Territorial Service of Benevento - Hunting Office. Individual hunters who are resident in one of the municipalities of the Province of Benevento, interested in hunting wild boar (Annex B), will be able to register from 2 to 13 July (peremptory deadline). After July 13, only hunters for which the firearms permit was issued in 2018 as the first release will be able to register in the register. For registration in the register, individual hunters must submit to the protocol of the Office (p.zza Gramazio 4 Benevento) a regular application, on plain paper, indicating their personal details, place and date of birth, residence, e-mail address and the license number. The application for registration in the register of wild boar hunters, signed by the applicant, must be attached (under penalty of exclusion) a copy of a valid identity document, the details of the hunting license exclusively in the course of validity and / or renewal on the date of submission of the application and payments for registration to the ATC of Benevento. The register, in alphabetical order, will be available for consultation at the Hunting offices of the STP of Benevento and published on the website www.campaniacaccia.it. Teams wishing to hunt wild boar on a driven hunt, for the 2018-2019 hunting season, must submit an application for authorization with stamp duty, for sixteen euros, exclusively on forms prepared by the Provincial Territorial Service of Benevento - Hunting Office - (Annex C) , by submitting the same to the protocol of the Territorial Service located in via p.zza Gramazio 4 Benevento from 1st to 23rd August 2018 (peremptory deadline) to obtain registration in the register of teams that practice wild boar hunting. Only hunters regularly registered in the provincial boar hunting register may be included in the individual teams.
ART. 5. Presentation of the AVCC assignment application
The application, signed by the hunting chief, must contain: 1. The name of the hunting chief and a member of the team who, in his absence, takes his place and assumes responsibility for the team itself, the relative personal data, the details of the license hunting exclusively valid on the date of submission of the application. 2. The name of the member who has attended the "trained hunter" course, as required by current legislation, Reg. (EC) 853/2004; 2.1. The name of each member of the team and the relative personal data of reference, duly registered in the Register of wild boar hunters as per article 4. Teams made up of no less than 30 hunters, all duly registered in the provincial register, may be authorized to hunt wild boar by batting; 3. The indication, in order of precedence and under penalty of exclusion, of the area code (eg AVCC _____) in which the wild boar hunting and two additional reserve area abbreviations; 4. A proposal for a management plan of this kind may be attached to the application for registration. This plan must indicate, among others, the environmental improvements and the actions that are intended to be implemented to ensure a fair balance between the animal species in question and the environment surrounding the chosen AVCC. The Management Plans may be subjected to verification by the Hunting Office during the course of the activities and, in the event of non-application of the same, a suspension for one year from wild boar hunting may be applied to all members of the defaulting team. 5. The hunter, duly registered in the provincial register of wild boar hunters, can register with only one team operating in the territory of the ATC of Benevento. It is forbidden to make changes to increase the staff of the team after the submission of the authorization request, without prejudice to the possibility of including hunters who have passed the hunting qualification during the year 2018 and who have requested, obtaining it, to registration in the provincial register. On the other hand, the cancellation of individual hunters from the team is allowed, as authorized, provided that it is not possible for the team to have a number of hunters less than 30, under penalty of revocation of the concession decree.
ART. 6 Hunting card
1 - Individual hunters enrolled in the team will be able to carry out other types of hunting, other than boar hunting, on the days in which hunting is allowed only if they are not already included in the daily register of wild boar hunting in hunt.
2 - An identification stamp will be affixed, by the Hunting Office of the STP of Benevento, at the time of issuing the authorization, on the hunting card of each member enrolled in the team, with its reference AVCC number. Failure to present the regional hunting cards bearing the words "REQUEST HUNTING THE BOAR" of the team members will result in the refusal of the authorization. The request for the option to this specificity will be made by the hunter through authentic access to the "campaniacaccia.it" system, which will allow you to print the card, identified by the tax code, the year and a progressive number, pre-filled in the personal data section generated by the system in pdf format, containing, starting from the 2018/2019 hunting year, also the authorization to hunt wild boar
3 - Failure to comply with the provision referred to in paragraph 1 of this article is sanctioned with immediate exclusion from the boar hunting team and failure to register for team hunting for the following hunting season.
ART. 7 Daily log
The team, in order to carry out a single hunt, must be made up of at least 15 hunters. Before the start of the hunt, the hunting chief is required to indicate the names of the members of the team present and those of any guests on the special daily register. The team can host no more than six hunters for each hunt as long as they are in compliance with the registration to the ATC of Benevento. The daily register must be shown to the supervisory bodies, under penalty of cancellation from the team register for one year starting from the communication of the regional office to the interested parties. The team can make use of internal regulations (to be delivered in copy to the Hunting Office of the Benevento Territorial Service) and the members are strictly required to respect. The head of the hunt, and the member who takes his place, must not have proceedings pending for infringements concerning the hunt.
ART. 8 Exchange and / or rotation
The Campania Region - Provincial Territorial Service of Benevento - Hunting Office, in particular cases of criticality, at its sole discretion and without prior communication, will be able to authorize the exchange or rotation of the hunting areas requested by several teams.
ART. 9 AVCC assignment
Once the requests have been received, the Campania Region - Provincial Territorial Service of Benevento - Hunting Office - will assign the available areas, for the 2018-2019 hunting year, to the teams. In the presence of more than one request for the assignment of the same AVCC, the Office will proceed with the assignment of the same by adopting the following priority criteria: 1. the residence of the foreman in one of the municipalities of the requested area; 2. the number of members of the team having registered residence in all the municipalities falling within the requested AVCC; 3. the greatest number of team members; All the criteria listed above being equal, the AVCC will be assigned after a draw made by the Provincial Territorial Service of Benevento - Hunting Office - in the presence of the managers of the teams concerned. Teams not drawn will be assigned any remaining AVCCs. In case of defection of more than 10% between the number of hunters present in the application (Annex C) and the number of hunting cards actually delivered at the time of issuing the authorization, the same cannot be issued and the AVCC can be assigned to other team, at the sole discretion of the office.
ART. 10 Compilation and sending of daily registers
The Region will deliver to the foremen the register of daily batting sheets which, duly completed in all its parts, must be returned to the Provincial Territorial Service of Benevento - Hunting Office - at the end of the hunting season according to the methods indicated in the following art. 13. The team leaders are also required to deliver monthly, no later than the 10th of November and December, by e-mail to the address [email protected] copy of the register relating to the single reference month, under penalty of suspension of the concession. The daily registers must contain, in addition to the list of participants, date and place of the joke, the number of animals killed with the indication of sex, age class and estimated weight. The teams are obliged to report suspected cases of infectious diseases and collaborate with the regional administration for the acquisition of biological data of the species that may become necessary.
ART. 11 Hours hunted-information material
Each team on the occasion of the daily hunts, must comply with the following rules: 1) Affix, clearly visible, on the access roads to the affected area, warning signs with the indication "BOAR IN ACT" of size not less than 29,7, 21 x 4 (A2 sheet type) bearing the identification of the team and, preferably, a mobile number of one of the participants in the hunt for any information concerning the safety of third parties. These signs can be affixed one hour before sunrise on the day in which the joke is made and must be removed at the end of the same. 3) The members of the braccata must wear fluorescent jackets and hats, common to all the participants, with the identification number of the team; 4) The start of the joke must be signaled with an audible warning on the whole affected area and repeated three times. 9) the starting time of the wild boar hunt, for all the AVCC in the province of Benevento, is set at 30:XNUMX am Failure to comply with one of the requirements referred to in this article will result in the exclusion for one year of the foreman from the provincial register of wild boar hunters.
ART. 12 Standards of health protection and veterinary hygiene
In wild boar hunting It is forbidden to use broken ammunition: the use of ammunition in alloys other than lead is recommended. It is forbidden, under penalty of revocation of the authorization to engage in driven hunt for one year, the first time and definitively the second, of the team or of each individual member of the same, to cause damage or disturbance to the game or the environment through the method. of the parade with fires or other barriers or with the use of repellent substances or polluting materials designed to push the wild boars in the desired direction. The team leader must adopt the necessary health precautions after the killing of the wild boar, in compliance with the provisions of the Regional Regulation 6 December 2011 n. 10 “Regulations for the health management and movement of wild or dead wild boars in the Campania Region” and the Regional Council Decree n. 147 of 28/12/2012 "activities related to the epidemiological surveillance of wild fauna" and the "Management and monitoring plan for epidemiological purposes of wild fauna in the Campania Region". In accordance with the purposes of the aforementioned provisions, the teams ensure: a) The team leader, or his delegate, is required to collect, correctly fill in all its parts and return the boar hunting register to the competent offices. joke. These registers will be delivered by the competent regional office starting from 1 to 30 September 2018 and will be returned, by the foreman, from 2 to 15 January 2019, with delivery of the same to the protocol of the Territorial Service located in via p.zza Gramazio 4 Benevento. Failure or obvious incorrect compilation will result in the foreman being excluded from the register of wild boar hunters for the following hunting year.
b) the provision of samples in accordance with the procedures set out in the Health Monitoring Plan and using the specific form attached to it. The samples must be delivered to the Veterinary Service competent for the area, or its delegates, or to the detached provincial sections of the Zooprophylactic Institute of Southern Italy. A copy of the aforementioned form must be delivered monthly to the hunting office of the Provincial Territorial Services. Each team is obliged to carry out 100% of samples on the culled animals for the 2018-2019 hunting year. Failure to comply with this obligation will result in exclusion for the team leader from the boar hunters' register for the next hunting year. . Each wild boar hunting team is obliged, under penalty of lack of authorization, to have at least one “trained hunter” within it, as required by current legislation, Reg. (EC) 853/2004.
ART. 13 Obligation of the foreman
The foreman organizes and directs the joke. In particular: 1 - Compile the list of participants and check their number; 2 - Care for the affixing and removal of the signs referred to in the previous art. 11; 3 - Check the number of culled animals and write it down in the register; 4 - Draws up and signs the register to be sent to the Region by 15 January 2019. 5- He will take care to arrange, through his collaborators authorized by him, for the immediate removal of the killed animal and for its transfer to the place of slaughter by preparing taking the health samples and sending them to the appropriate structures 6: he will take care to verify that the killed head has been recorded on the hunting card of the hunter who killed the game
ART. 14 Daily game bag
In the application of this regulation, each team can kill a number of animals on a daily basis as indicated in Hunting Calendar regional. The teams collaborate with the Region in research programs on the wild boar species also through the supply of blood or organ samples from culled animals. Teams can submit proposals for self-regulation as long as they do not conflict with these regulations and, if deemed admissible, the Region will authorize them.
ART. 15 Damage to property and / or third persons
Any damage caused to people, things, crops and farms during the hunt will be answered by the participants in the hunt, individually or jointly, even independently of the insurance coverage.
ART. 16 Non-compliance
1) For non-observance of the provisions contained in these regulations, the hunt leader and the components who have committed the transgression are suspended from hunting wild boar for a period of 1 (one) years; 2) The suspension of one year from the provincial register of wild boar hunters is foreseen for team leaders if, from the reading of the registers of the hunting season of the previous year, a number of wild boars were killed that do not coincide with the samples sent for laboratory analysis and / or by reading the hunting cards of the individual participants in the hunt
ART. 17 Hunting activity
The means for hunting are those permitted and indicated in this specification and refer to the current legislation on hunting. For anything not mentioned in this specification, reference is made to national and regional laws. It is absolutely forbidden to carry out hunting on land crossed by fire. It is the primary obligation of the foreman to acquire, before hunting wild boar hunted, information from the municipalities affected by the AVCC assigned to him, about the areas covered by fires.
ART. 18 AVCC (areas dedicated to wild boar hunting)
For the 2018-2019 hunting year, the provincial territory is divided into 26 AVCCs (areas dedicated to wild boar hunting) keeping the AVCCs with the same name and extension in place in previous years, without prejudice to: - the establishment of the new AVCC 26 - the adjustments of the individual AVCCs put in place in order to make the presence of wild boar more sustainable in relation to the Territory. The office reserves the right to make any changes, even during hunting activities, to the delimitation of the borders of the AVCC where conditions not foreseeable at the moment make it necessary to implement them.
